Part A: Job Specification

Job Purpose

  • Plan, coordinate, and facilitate the establishment/enhancement of system and human barrier elements of the Barrier Management Project, ensuring its overall planning, management and execution are effectively and timely achieved in alignment with other elements of the project. Collaborate and interface with Maintenance System, Reliability Centred Maintenance (RCM), Information Technology (IT), Maintenance Center of Expertise, and HSEQ Center of Excellence. Contribute expertise as part of the CLIENT Barrier Management Project Management Team (PMT) aimed to develop and establish a process for barrier management.

Reporting and Relationships - I

  • Reports to Barrier Management Project Manager.
  • Direct reports: None.

Internal

  • Frequent daily contact, interfaces, and meetings with the Barrier Management project management team for different elements of this project.
  • Frequent daily contact, interfaces, and meetings with Maintenance System, RCM Engineer, Maintenance Center of Expertise, IT Analysts and HSEQ Center of Excellence Lead Human Barriers.
  • Regular contact and interface with relevant L3 Process Owners related to human barriers, and relevant departments within CLIENT including Operations, Maintenance, Integrity & Reliability, IT, HSEQ etc.

External

  • Occasional potential contact with shareholders or other asset operators within the State of Qatar for the purpose of benchmarking, comparison study or cold eye review.
  • Occasional possible contacts with IT/engineering consultants or vendors related to barrier healthiness visualization, cumulative risk dashboard etc.

Job Context & Major Challenge(s) - I

  • The project covers 62 safety critical elements (SCEs/hardware barriers) groups with more than 20 discipline technical authorities across 5 business lines, and 6 human barriers with their respective barrier owners. This requires intensive and proper communication and engagement.
  • The project is a mix of continuation of the existing initiatives (such as safety case operationalization), enhancement of existing process/system, and development of new process/system. Flawless interaction and interfaces among them are key for project success.
  • Enhancement of existing process/system or development of new process/system may require change management to be initiated as per relevant policies and procedures. The project must ensure that appropriate change communication and impact assessment be well managed to minimize undesirable consequences.
  • The project shall ensure that the developed system and resulted deliverables can be sustained by the base business organization. Ensuring proper handover and smooth transitioning between project to operation is critical. A part of the project scope is to assess the (resource) requirements to sustain the barrier management process.

Job Context & Major Challenge(s) - II

  • In addition to interfaces with disciplines or barrier owners, the project is also heavily interacting with other department managers such as Asset Managers, Maintenance Manager, Engineering Managers, IT Manager etc. This role is expected to contribute to support appropriate stakeholder management plan is in place to align, manage and deliver stakeholders expectations.
  • Part of the project scope includes visualization of cumulative risk and barrier healthiness status. This role is expected to contribute to visionary and creative thinking to support the development of efficient, fit for purpose system that benefits the users.
  • Facilitates the initiation of the relevant system and human barriers project team members which includes overseeing mobilization and onboarding of members by the home departments to meet the project mobilization dates. The works towards ensuring that the project has the resources available when needed to deliver the project outcomes on time and on budget.
  • Supports tactical day-to-day communication and interfaces, and some strategic decisions, and nurturing key/healthy relationships across the project functions and the Barrier Management project stakeholders. The role woks towards bringing all the project team members and stakeholders on the same page and aligning them towards common objectives.

Key Job Accountabilities - I

  • Provide know-how and facilitate in defining project goals, objectives and plans, part of Project Management Team, for the system and human barriers elements of the barrier management project, that will help guide the projects direction and measure its success. Contribute to the development of required project management deliverables.
  • Oversee the delivery of project deliverables assigned to maintenance system, maintenance center of expertise, RCM, IT and human barrier owners, and steward its implementation ensuring quality, alignment, and consistency among them.
  • Facilitate and coordinate the development or updates of performance standards and relevant process/procedures, establishment of safety critical elements effectiveness framework, readiness of SAP/IT systems, development of barrier effectiveness visualization and cumulative risk dashboard, and effective roll out of barrier management process including competency assurance aspect of the human barriers, adhering to the Companys standards and project governance.
  • Collaborate and work with Project Engineering Lead to deliver fit-for-purpose barrier healthiness and cumulative risk visualization and dashboard/app in line with project objectives and specifications.
  • Conduct and lead necessary system and human barriers activities in the barrier management framework, establishing clear understanding of the barriers, facilitating effective communication within the project team and with all stakeholders, guiding informed decisions, allocating sufficient resources, and conducting effective monitoring and evaluation of activities, to support overall project objectives.

Key Job Accountabilities - II

  • Identify areas of enhancement/improvement in the existing system and human barrier-related processes/systems that ensure sustainability of the process/system when handed over to the base business.
  • Collaborate and work with the Project Planning and Control Specialist to develop a proper project progress and reporting plan and examine the project schedule and resource plan, define the activity breakdown level appropriate to the project phase, analyse schedule and identify its critical path, identify and develop mitigation or special schedule allowance or reserve against risks, uncertainties, or constraints.
  • Monitor and control the progress of the project, identifying potential risks or issues and implementing necessary actions to keep the project on track.
  • Manage, monitor, and coordinate resource utilization to ensure cost-effective project execution. Exercise project control authority to ensure the project is under proper control and complies with relevant company policies and procedures.
  • Provide expertise in the system and human barrier management, including liaising with the interface specialists to ensuring technical advisory support to the technical authorities. Perform as subject matter expert in the barrier integrity management. Support in the development of effective handover for implementation (sustainment) of the enhanced barrier management process/system.

Part B: Person Specification - Minimum Requirement

Qualifications

  • Bachelors degree in engineering.

Knowledge and/or Experience - I

  • 10 years experience in oil and gas industry with broad experience of projects, system, and processes.
  • Strong understanding of major accident hazards, barrier management principles (hardware and human barriers, management system elements, safety case, bowtie, and risk management/cumulative risk.
  • Experience in developing and implementing barrier integrity management.
  • Familiarity with relevant industry standards and guidelines related to barrier management (e.g., IOGP Report 544).
  • Experience with performance dashboard, computerized maintenance management system, SAP, and typical software used in the management of integrity program.
  • Familiar with management system, and management system elements (process) relevant to the management of major accident hazards.
