EDUCATIONAL QUALIFICATION & EXPERIENCE

Bachelors degree or an equivalent/relevant qualification

Minimum 10 - 12 years relevant work experience, with at least 3-5 years in in major projects experience in fertilizer or petrochemical plants

Managing Activities:

1. HSE Team Management

  • Provide strong leadership to the HSE team, fostering a proactive safety culture across the project.
  • Mentor and develop HSE staff through coaching, training, and performance reviews.
  • Ensure adequate HSE staffing levels are maintained for all project phases and critical activities.
  • Promote a culture of accountability, continuous improvement, and visible safety leadership.

2. Compliance with MIC & Labour Law Requirements

  • Ensure all site activities comply with Mesaieed Industrial City (MIC) safety, security, and access protocols.
  • Monitor compliance with Qatar Labour Law and EPCC Contract worker welfare standards.
  • Conduct regular inspections of:
    • Worker accommodations
    • Sanitation and hygiene facilities
    • Food and water quality
  • Verify the presence of grievance mechanisms and ethical labor practices.
  • Report any violations or concerns to the HSE Manager for escalation.

3. Emergency Response & Contingency Planning

  • Ensure the EPCC Contractor has up-to-date, site-specific emergency response plans for:
    • Fire
    • Chemical release
    • Medical emergencies
    • Marine incidents
  • Participate in the planning and execution of emergency drills.
  • Evaluate the effectiveness of drills and recommend improvements.
  • Coordinate with MIC Emergency Services and client Crisis Management Team during drills and actual emergencies.

4. HSE Surveillance

  • Conduct daily HSE surveillance across all active work areas to ensure compliance with project HSE procedures and regulatory requirements.
  • Monitor:
    • Proper use of PPE
    • Housekeeping and material storage
    • Work zone demarcation
    • Compliance with method statements and risk assessments
  • Identify unsafe acts and conditions, intervene immediately, and escalate unresolved issues to the HSE Manager.
  • Maintain a surveillance log with photographic evidence and follow-up actions.

5. HSE Safety Walks

  • Participate in routine and ad-hoc safety walks with project management, client representatives, and contractor teams.
  • Engage with workers to:
    • Reinforce safety messages
    • Encourage hazard reporting
    • Promote a culture of shared responsibility
  • Record observations using standardized templates and ensure timely closure of action items.
  • Highlight good practices and recognize positive safety behavior.

6. Monitoring of Critical Activities

  • Provide dedicated HSE coverage during high-risk and critical activities, including:
    • Hot work in hazardous areas
    • Confined space entry
    • Lifting and rigging operations
    • Excavation near live utilities
    • Energization and commissioning
  • Verify that:
    • Valid permits are in place and displayed
    • Toolbox talks are conducted
    • Emergency equipment is available and functional
  • Stop work if life-threatening conditions are observed and report immediately.

7. HSE Audits of EPCC Contractor & Subcontractors

  • Conduct audits covering:
    • Permit to Work (PTW)
    • Lifting operations
    • Confined space entry
    • Hazardous materials handling
  • Ensure Subcontractors are included in the audit scope and aligned with project HSE expectations.
  • Document findings, issue non-conformance reports, and track closure of corrective actions.

8. HSE Oversight During Critical Site Activities

  • Supervise high-risk activities to ensure:
    • Compliance with approved risk assessments and method statements
    • Adequate supervision and emergency preparedness
  • Monitor contractor performance and intervene when unsafe practices are observed.
  • Ensure that all critical activities are executed with proper planning and control measures.

9. HSE During Module Transportation to Site

  • Review and verify Heavy Transport Plans for module movement.
  • Ensure:
    • Route surveys and risk assessments are completed and approved
    • Traffic management and escort plans are implemented
    • Public and worker safety is maintained during transport
  • Monitor transport activities and report any deviations or incidents.

10. HSE During Marine & Jetty Expansion Activities

  • Oversee marine operations including:
    • Barge loading/unloading
    • Tug and vessel movements
    • Personnel transfers
  • Ensure compliance with:
    • MIC Marine Safety Regulations
    • Environmental protection measures (e.g., silt curtains, spill kits)
  • Monitor jetty expansion works for:
    • Safe piling and structural integrity
    • Marine life protection and environmental safeguards

11. HSE Investigations

  • Ensure all incidents, near misses, and unsafe conditions are reported promptly using the approved system.
  • Support incident investigations using root cause analysis tools.
  • Collect witness statements, site photos, and relevant documentation.
  • Assist in preparing investigation reports and ensure implementation of corrective and preventive actions.
  • Track closure of actions and verify effectiveness.

12. HSE Statistics & Monthly Reporting

  • Collect and compile accurate HSE data for inclusion in the monthly project report, including:
    • Total manhours worked
    • TRIR (Total Recordable Incident Rate)
    • LTIR (Lost Time Injury Rate)
    • Number of near misses, first aid cases, and medical treatment cases
    • Number of safety observations and their closure status
    • Number of emergency drills conducted
  • Maintain up-to-date HSE dashboards and contribute to trend analysis and performance reviews.
