Overview
Manpower is seeking a commercially driven Business Development & Strategic Partnerships Manager to support the growth of its Immigration & Relocation practice. This is a revenue-generating role responsible for originating new business, expanding international networks, and driving sustainable growth through direct sales.

Reporting to the Senior Manager – Immigration & Relocation, the role carries clear commercial targets and focuses on expanding intermediary networks across Malta, Europe, and the Caribbean.

Key Responsibilities

  • Generate new outbound business opportunities within delegated authority levels

  • Develop and execute structured business development initiatives aligned with revenue targets and market priorities

  • Promote Malta residence and relocation programmes, along with selected European and Caribbean programmes

  • Build and manage a strong pipeline of intermediary partners and referral networks

  • Lead commercial discussions, negotiate partnership terms, and support deal closure (subject to approval levels)

  • Identify new markets, client segments, and revenue opportunities through structured market analysis

  • Maintain up-to-date knowledge of immigration programmes, regulatory developments, and competitor offerings

  • Travel internationally to support business development and relationship-building initiatives

  • Maintain accurate records of partnerships and commercial activities

Requirements

  • Proven experience in business development and direct sales, ideally within professional services, immigration, financial services, or international markets

  • Strong track record of achieving revenue targets

  • Commercially focused with strong negotiation and relationship management skills

  • Experience working with cross-border clients and intermediaries

  • Self-motivated, target-driven, and comfortable working to measurable KPIs

  • Willingness to travel internationally

  • Strategic mindset with the ability to translate market insights into commercial action
