Manpower Malta is seeking to recruit a Professional Executive (Project Management & Civil).

Basic Functions

The Professional Executive (Project Management & Civil) shall ensure proper management of projects within the Civil and Project Management Office by coordinating, implementing, and monitoring plans and objectives to the required standard of quality and within the specified constraints of time and cost.

The Professional Executive (Project Management & Civil) shall provide maintenance and support services within the agreed service level and resources. Moreover, he/she shall monitor and ensure that team members are developing skills and experience and identify training as required.

Duties & Responsibilities

  • Manage effectively any civil works projects, of whatever nature, to ensure completion within the agreed budget, time schedule, and to the specification.
  • Carry out site work, inspect sites for and during Civil Engineering projects, and supervise projects whenever required.
  • Make recommendations on construction methods and prepare detailed drawings, plans, contract documents, and specifications, including Bills of Quantities.
  • Liaise with Civil engineering consultants and oversee works to ensure adherence to contract conditions, including related correspondence.
  • Conduct regular meetings with the Manager Civil and/or project stakeholders for the purposes of project progress, project issues, resources, budgeting, and planning.
  • Organize and direct maintenance and repair works on existing structures.
  • Use CAD systems to design buildings and structures that are suitable for their intended use and are aesthetically pleasing.
  • Carry out site work and supervision of projects whenever required and prepare formal acceptance reports as required by management.
  • Prepare tender specifications and contract documents and tender adjudication reports. Issue interim, taking-over, and final certificates to suppliers of works, services, and materials.
  • Keep proper and timely records related to the projects falling under his responsibility and prepare regular reports as required by management. Prepare reports and applications to external agencies and authorities for obtaining permits and approvals as required by management.
  • Maintain technical liaison with project teams, suppliers, and consultants, along with other relevant specialists.
  • Ensure that any strategic problems are identified at the earliest opportunity and that solutions are identified and implemented.
  • Provide general consultancy on project management.
  • Contribute extensively to the annual planning and budgetary process.
  • Organize and supervise third-party sub-contractors.
  • Direct personnel under his/her responsibility to optimize the operation of the civil works section in such a way as to achieve the highest possible efficiency and ensure that performance standards by all personnel under his/her responsibility are consistently maintained.
  • Direct subordinates in meeting their work objectives and train, monitor, and appraise the performance of his/her subordinates.
  • Make use of any software and/or system that may be introduced by the Company in the execution of his/her duties.
  • Perform any other duties as assigned by the Manager Civil or his/her delegate.

Working Conditions

  • Normal office hours and conditions with a possible requirement to work in unscheduled or crisis situations after office hours or on weekends.

Supervision

  • Provide supervision to his/her project team.

Academic Qualification

Essential Qualification

  • Recognized Bachelors Degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits or equivalent) in Construction/Civil/Building/Structural Engineering or Quantity Surveying (in relation to Civil Engineering) or Project Management (in relation to Civil Engineering).
  • A recognized qualification comparable to a minimum of 180 ECTS/ECVET credits is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

Desirable Qualifications

  • Certification in Project Management Methodology and Techniques.
  • Certification in General Management.
  • Certification in CAD software.

Work Experience

  • Must have previous work experience in an architectural office or civil engineering office or project management.
