Lyon County is seeking a GIS Tech
This is a full-time, non-exempt position with benefits including paid time off and health/dental/vision insurance. Salary begins at $18.50 per hour, however, is dependent on experience.
The GIS Tech is responsible for day-to-day maintenance of the GIS division working closely with the Lyon County Appraiser's Office and the Lyon County Planning & Zoning Department. This position would be responsible for maintaining and updating, both manually and digitally, all files and records relating to property ownership, overlays, GIS coverages and map work cards. Provide assistance to the County Appraiser and appraisal personnel in the daily performance of their duties as needed. Deliver mapping support and assistance for other county departments, legal agencies, and property owners. The position also assists the Planning/Zoning/Flood Plain Management Director in duties as needed.
A background in GIS is not required, but is preferred, along with the ability to read and interpret deeds and legal descriptions. A familiarity with maps and mapping systems such as ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise Portal, ESRI products, and DASC is also preferred, but again not required. Familiarity with other data management tools such as SQL and Python (or other coding language) would be beneficial but not required.
Candidates are required to have a Valid Kansas Driver's License, High School diploma, G.E.D. or equivalent, and must be able to read, write, and speak English fluently.

JOB DESCRIPTION:
- JOB SUMMARY
This non-exempt position is responsible for day-to-day maintenance, upkeep, and editing of the geo-informational systems of the GIS division of the Appraisers and Planning/Zoning/FPM (P/Z/FPM) office.
- PRIMARY DUTIES
- Assist in maintaining GIS Data (shapefiles, geodatabases, feature class ArcGIS Enterprises layers, etc) for Lyon County
- Assist the Lyon County Appraiser and staff with GIS data integration with the County's CAMA system
- Assist the County Departments and their staff with GIS data integration their systems and workflows
- Map out legal descriptions from deeds and update ownership information in Appraiser's CAMA system
- Review and update GIS zoning data layers for changes or corrections
- Assist property owners by explaining their tract parcel description(s), how agricultural parcels are measured for valuation purposes, or how parcel sizes are determined for the valuation process.
- Provide maps and data files to staff and others, as needed
- Assist with migration and maintenance of certain GIS data to ArcGIS Enterprise Portal
- Assist in administrating the County's Beacon web portal to include subscription management, parcel data, and geo-permitting responsibilities

- INTERMITTENT DUTIES
- Perform other duties as needed or upon request of the department head or appropriate personnel
Assist the P/Z/FPM office with GeoPermits and workflows
Assist the P/Z/FPM office with clerical tasks
- Make changes in agricultural use delineation and update soil types
Maintain Lyon County's portion of Next Generation 911 geodata according to state statutes and directives
- Perform mapping tasks necessary to complete property splits, combinations, zoning changes, and other mapping changes.
- Maintain and update map files on mobile field tablets
- Technical witness for Lyon County Attorney's Department concerning drug cases which occurred within 1000 feet of a school
- Maintain database files for office staff
- Answer basic questions or give advice regarding Zoning and Floodplain questions from the public when the P/Z/FPM Director is not in the office
- QUALIFICATIONS
- A. Requires valid driver's license
- B. EXPERIENCE: Background in GIS or mapping preferred but not required. Experience working with and reading deeds and legal descriptions is also preferred. This position requires a working knowledge of ESRI software products, including but not limited to ArcGIS Pro and ArcGIS Online.
- C. EDUCATION: High school diploma, GED or equivalent required. A college degree is preferred but not required.
- D. KNOWLEDGE: Understand legal descriptions and GIS mapping systems. Capable of reading and interpreting maps. Understand shape files, map files, other data formats, and additional methods of digital data exchanges.
- E. SKILLS:
- Ability to read and interpret deeds, maps, other legal documents (ordinances, road records, court records), and mass appraisal-generated reports
- Ability to effectively communicate with property owners on both a verbal and written basis
- Must have the ability to receive, interpret, and follow verbal and written instructions. Required to read, write, and speak English with the ability to speak a foreign language helpful.
- Ability to problem solve and work through difficult situations, at times on your own, to find a resolution, including technical data setup and transfers
- Strong attention to detail and organizational skills
