A well-established global engineering and construction firm is seeking a Senior Program Manager based in Hawaii to lead and grow federal construction programs across the Indo-Pacific region.

This role is ideal for a senior construction leader who understands the realities of building in Hawaii and the Pacific — logistics, federal stakeholders, remote sites, labor constraints, and long-term client relationships. You'll oversee complex vertical and horizontal construction projects for U.S. Government clients while helping shape future work in the region.

What You'll Be Responsible For:

Federal Program & Project Delivery

  • Lead planning and execution of federal construction programs across Hawaiʻi, Guam, and the broader Indo-Pacific.
  • Define project scope, schedules, budgets, and delivery strategies based on Pacific-region experience.
  • Develop SOWs, WBSs, and execution plans aligned with federal contract requirements.
  • Ensure compliance with internal project controls, federal standards, and client expectations.

Risk, Cost & Schedule Management

  • Identify and manage risks related to logistics, labor availability, schedule constraints, and cost escalation.
  • Own program and project financial performance, including budgets, forecasts, billing, and profitability.
  • Review client invoices and subcontractor/vendor payments.
  • Manage scope and schedule changes using formal change management processes.

Client & Relationship Management

  • Act as a trusted delivery partner to federal clients in the Pacific.
  • Manage expectations and ensure high-quality, on-time project delivery.
  • Identify opportunities for change orders, repeat work, and program expansion.
  • Support pre-positioning, pursuit, scoping, and costing for future federal construction opportunities.

Team Leadership & Resource Management

  • Lead multidisciplinary teams including local staff, mainland support, and Pacific-based subcontractors.
  • Develop staffing plans and coordinate resources across multiple locations.
  • Provide direction, mentorship, and performance feedback to project teams.
  • Escalate performance, schedule, or risk issues as appropriate.

Safety, Quality & Compliance

  • Ensure safety planning reflects Hawaiʻi and Pacific site conditions.
  • Support internal and external audits and address corrective actions.
  • Ensure compliance with federal, client, and regulatory requirements.

What Were Looking For:

  • Bachelor's degree or equivalent related experience.
  • 15+ years of construction project or program management experience.
  • Must have experience leading 25million+ projects
  • Strong background in federal construction (vertical and/or horizontal).
  • Experience working in Hawaii, Guam, or other Pacific locations.
  • PMP (PMI), CCM, or DBIA certification (or ability to obtain within 12 months).
  • Willingness to travel across the Pacific (30-40%).
  • Valid driver's license.
