We are looking for a HSE Country Manager for one of our oilfield services client in Damascus, Syria.
Only Syrian nationals will be considered.
Position Overview : We are seeking an experienced and strategic HSE Country Manager to lead and oversee all Health, Safety and Environmental (HSSE) activities for our operations in Syria. The successful candidate will be responsible for developing and implementing HSE policies, ensuring compliance with local legislation and international oil & gas industry standards, promoting a strong safety culture, and providing leadership across all operational sites.
Key Responsibilities:
- Develop, implement, and continuously improve the company's HSE management system in accordance with corporate policies and international best practices.
- Ensure compliance with Syrian HSE regulations, client requirements, and international standards such as ISO 45001 and ISO 14001.
- Lead the implementation of HSE strategies across all company operations and project locations.
- Promote a proactive safety culture through leadership, coaching, and employee engagement.
- Establish HSE objectives, KPIs, and performance monitoring systems.
- Conduct regular audits, inspections, and site visits to verify compliance and identify opportunities for improvement.
- Lead incident investigations, root cause analyses, and corrective action programs.
- Ensure effective emergency response planning, crisis management, and business continuity preparedness.
- Manage environmental protection programs, including waste management, pollution prevention, and environmental monitoring.
- Oversee contractor HSE management, ensuring compliance with company standards and contractual requirements.
- Develop and deliver HSE training, awareness campaigns, and competency programs for employees and contractors.
- Prepare and present HSE performance reports to executive management and clients.
- Liaise with government authorities, clients, and external stakeholders on HSE matters.
- Support operational risk assessments, permit-to-work systems, and management of change processes.
- Lead and mentor the country HSE team, ensuring high performance and continuous professional development.
Qualifications:
- Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- Professional HSE certifications such as NEBOSH Diploma, NVQ Level 6, CSP, CMIOSH, CRSP, or equivalent are highly preferred.
- Experience of 8+ years of progressive HSE experience within the oil & gas industry.
- Experience supporting upstream oil & gas operations, drilling, production, EPC, or field development projects.
- Previous experience working in the Middle East or challenging operational environments is highly desirable.
- Strong leadership and people management skills.
- Excellent knowledge of international HSE standards and industry best practices.
- Experience in risk management, incident investigation, and emergency response.
- Strong communication, influencing, and stakeholder management skills.
- Excellent analytical and problem-solving abilities.
- Ability to make sound decisions under pressure.
- High level of integrity, professionalism, and commitment to safety.
- Strong planning, organizational, and project management skills.
- Proficiency in Microsoft Office and HSE reporting systems.
