JOB PURPOSE
Responsible for the service delivery of emergency response, structural, aviation and ports fire and rescue functions ensuring that intended outcomes and agreed service levels are achieved through effective management against key performance indicators, with a particular focus on firefighter safety and ongoing training in accordance with NFPA and ICAO international standards.
KEY ACCOUNTABILITIES
- Oversee the development, implementation and review of all strategic and tactical firefighting response plans, standards of coverage, and operating policies and guidelines.
- Manage a team of senior fire officers, geographically distributed over a country-wide footprint, tasked with the provision of an effective and professional fire and rescue response service across a range of heightened industrial risks and hazards; with a focus on the protection of life, high-value assets, and the environment.
- Lead and manage all fire station operations, striving for continuous improvement in response times, resource utilization, and overall service delivery.
- Oversee the departmental budget, ensuring efficient allocation of resources and compliance with financial regulations.
- Manage and retain a highly skilled and motivated workforce. Cultivate a positive work environment that fosters teamwork and professional development.
- Approve the department professional firefighter training programs including acquisition training, maintenance of skills training, career development training, and specialist training.
- Direct, oversee and participate in development of work plans; assignment of work activities, projects and programs; and monitor workflow.
- In conjunction with the program manager, prepare budgets related to assigned activities; oversee budget implementation; participate in forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget.
- Oversee work programs related to fleet activity; station and equipment maintenance; communications systems for operations and emergency response activities; and station assignments
- Oversee the maintenance of the firefighting vehicle fleet and equipment; ensuring asset replacement program is verified and budgeted in conjunction program management.
- Manage and report on operational delivery of the Project, including evaluation of SOPs, work instructions, and forms.
- Participate in recruitment and selection activities; makes recommendations for appointment of new staff; approving programs for staff orientation and training.
- Direct staff in all HR related functions contributing to the provision of an efficient and professional operational service, including; timely performance evaluations; disciplinary procedures; staff professional development; and career advancement opportunities in accordance with approved Human Capital policies.
- Oversee the development and implementation of comprehensive emergency response plans and procedures. Ensure effective response to fires, natural disasters, and other hazardous situations.
- Monitor and actively work to enhance emergency response times, reduce injuries and deaths through the implementation of new and innovative fire prevention initiatives
- Advocate for fire safety legislation and policies that promote safety to protect customer assets (people/equipment, buildings, etc.)
- Develop and implement programs to mitigate fire risks through inspections, code enforcement, and other measures deemed suitable.
- Analyze data and trends to identify areas for improvement in fire prevention, suppression strategies, and resource allocation.
EXPERIENCE
- Minimum of 15 years of progressively responsible experience in the fire service, with a proven track record of leadership success.
- Must be existing/former Fire Chief
EDUCATION
- Bachelor's degree in Fire Science, Administration, Emergency Management, or a closely related field.
- Certifications in Fire Incident Command, Fire Inspector, or equivalent
- Proficient in fire codes, standards, and regulations (NFPA, ICAO)
KEY SKILLS
- Deep understanding of modern firefighting tactics, strategies, and equipment.
- Strong knowledge of emergency medical services protocols and procedures.
