Overall Purpose of Role:

The Procurement Manager is responsible for managing procurement activities across multiple projects, ensuring subcontractor and consultant packages are procured in line with programme, budget, quality and compliance requirements.

The role will support the Head of Procurement in improving processes, strengthening the supply chain, standardising ways of working and driving commercial value across the business.

The Procurement Manager will oversee complex procurement packages, provide support and guidance to junior team members, and ensure that procurement activities are managed proactively and consistently across all projects.

Specific Responsibilities:

Overall Responsibilities

  • Support the Head of Procurement and other Procurement team members in the day-to-day running of the Procurement Department.
  • Take lead in implementing departmental processes, procedures, trackers, reporting and procurement controls.
  • Manage, support and develop Procurement Co-ordinators, Procurement Assistants and other junior team members through training, mentoring and day-to-day guidance.
  • Contribute towards departmental objectives, KPI performance and continuous improvement initiatives.
  • Assist with resource planning and workload allocation across the procurement team.
  • Promote a collaborative, commercially focused and process-driven approach across the department.
  • Support the department by temporarily undertaking ad hoc duties as required.

Operational Responsibilities

  • Lead the end-to-end procurement process for subcontractor, consultant and specialist supply and fit packages.
  • Manage high-value, high-risk and business-critical procurement packages across multiple projects.
  • Prepare and issue tender enquiries, analyse quotations, carry out tender comparisons and make recommendations.
  • Negotiate package scope, rates, preliminaries, programme requirements and contractual terms to achieve best value.
  • Review subcontractor and consultant quotations to ensure scope gaps, exclusions and commercial risks are identified.
  • Ensure all procurement packages are awarded in line with approved budgets, procurement schedules and programme requirements.
  • Ensure subcontract orders, consultant appointments and associated documentation are issued accurately and in a timely manner.
  • Work closely with the Commercial Team to ensure procurement decisions align with project budgets, cost plans and commercial strategy.
  • Support the Estimating Team with supply chain engagement, benchmark pricing and package comparisons.
  • Identify opportunities for cost savings, value engineering and improved procurement routes.
  • Assist in the management of procurement schedules across live, PCSA, pre-construction and tender projects.
  • Monitor package procurement status across all projects and escalate risks, delays or issues where required.
  • Support the Head of Procurement with reporting on procurement performance, supply chain issues, labour shortages and market conditions.
  • Work closely with Regional Managers, Project Managers, Commercial Teams and Site Teams to ensure procurement activities align with programme requirements.
  • Attend internal meetings, procurement meetings, subcontractor meetings and project review meetings as required.
  • Manage the day-to-day workload, priorities and performance of junior team members across live projects and tender activities.
  • Support operational teams with procurement-related issues, supply chain concerns and subcontractor performance matters.
  • Assist with subcontractor onboarding and ensure project-specific requirements are communicated clearly.
  • Ensure procurement trackers, schedules and internal systems are maintained accurately and updated regularly.
  • Ensure procurement documentation is stored correctly and remains fully auditable.
  • Maintain strong knowledge of façade remediation works, cladding systems, fire safety requirements, temporary works, scaffolding packages and Building Safety Act obligations.
