The Compliance Associate shall work closely with the Compliance Officer of the Incentives Management Division and is responsible for supporting and ensuring compliance with regulatory requirements related to investment incentives granted by various Investment Promotion Agencies (IPA), including PEZA, BOI, CDC, and other regulatory bodies through constant monitoring. The Compliance Associate will support the preparation, submission, and monitoring of applications, compliance reports, and renewals in relation to asset related compliances and statutory. Additionally, the role involves coordinating with internal teams and government agencies to facilitate compliance, maintain eligibility for incentives, and optimize regulatory benefits.

. 1. Regulatory Compliance & Risk Management 

  • Ensure enterprise-wide compliance with asset-related regulations from PEZA (Forms 8105, 8106, 8112), BOC, OMB, NTC, and other mandated agencies, mitigating risks of penalties, delays, or operational disruptions for all assigned entities. 

  • Proactively assess compliance risks associated with asset procurement, movement, and disposal, recommending preventive measures to avoid non-compliance. 

  • Monitor and interpret regulatory updates to ensure organizational policies and processes remain current and aligned with legal requirements. 

2. Strategic Permit and Clearance Oversight 

  • Lead end to end process for OMB and NTC permits and clearances, ensuring timely payment, accurate documentation, and smooth approvals through the National Single Window System. 

  • Develop streamlined workflows with IT-Procurement to accelerate regulatory applications while reducing approval lead times and administrative challenges. 

3. Asset Lifecycle Compliance and Client Support 

  • Oversee compliance requirements across the asset lifecycle—from acquisition to movement and disposal—ensuring alignment with PEZA and other government agency mandates. 

  • Coordinate with IT-Procurement to integrate compliance checkpoints into asset onboarding and with the Asset Management Team for regulatory-compliant transfers and disposals. 

  • Maintain a centralized compliance tracking system with accurate, auditable records to support internal and external inspections. 

  • Partner with the Clients Management Section to support the processing of PEZA Letters of Authority (LOAs) and related permits for PEZA-registered clients, ensuring asset-related compliance requirements are met. 

  • 4. Environmental and Sustainability Compliance 
  • Serve as the designated Pollution Control Officer (PCO) for Apex Zeta, implementing environmental compliance measures and ensuring timely submission of required reports. 

  • Support sustainability initiatives by aligning asset disposal with environmental regulations and corporate sustainability goals. 

5. Audit Readiness & Continuous Improvement 

  • Ensure all asset compliance records, permits, and supporting documents are always audit-ready, reducing response time for regulatory inspections. 

  • Conduct periodic compliance reviews and propose process enhancements to strengthen operational efficiency, cost-effectiveness, and risk mitigation. 

  • Identify and close compliance gaps, ensuring consistent adherence to best practices. 

6. Other Tasks 

  • May carry out other duties and responsibilities that may arise in alignment with asset compliance, regulatory requirements, and client service objectives, to enhance operational support and efficiency. 
  • At least 2 years of experience in compliance, government incentives, tax incentives, DENR statutes or regulatory affairs.
  • Experience handling incentives and compliance processes for PEZA, BOI, CDC, or other IPAs and environmental statutes for DENR is a plus.
