Utilities CSU Lead
Job Description:
Kizer Energy is seeking an experienced Utilities CSU Lead to support its client on a project (PowerCo and DataCo scopes) in Texas. This leadership role is responsible for leading all completions and commissioning activities for the site's balance-of-plant utility systems supporting the hyperscale data center campus.
The Utilities CSU Lead will to lead and manage all completions and commissioning activities for the site's utility systems — instrument/plant air, potable water, oily water drains, turbine utility interconnections, temporary utilities, and outside-building firewater — ensuring each system is installed, tested, commissioned, and turned over safely and in full compliance with engineering specifications, applicable codes, and the owner's operational readiness criteria, from Mechanical Completion (MC), Pre-Functional Testing (PFT), Commissioning, Ready for Startup (RFSU), Substantial Completion (SC), and Facility Custody Transfer to Operations (FO) while maintaining compliance with project specifications, OEM requirements, safety standards, and schedule objectives.
Key Responsibilities and Duties
- Lead completions and commissioning of air systems, including compressors, dryers, receivers, and distribution; validate air quality, pressure, reliability, and leak testing.
- Oversee commissioning of potable water treatment, storage, and distribution systems; validate water quality, backflow prevention, code compliance, and utility tie-ins.
- Lead commissioning of oily water collection, separation, and discharge systems; validate functionality, environmental compliance, and interfaces with site drainage and containment.
- Coordinate turbine utility tie-ins for air, water, drains, fuel, and other balance-of-plant systems; align utility readiness with turbine commissioning and start-up milestones.
- Oversee temporary power, water, air, and related utilities supporting construction and commissioning; ensure safe operation and coordination with permanent system tie-ins.
- Lead commissioning of firewater storage, pumps, yard mains, hydrants, and monitors; coordinate flow/pressure testing, NFPA compliance, and AHJ acceptance.
- Coordinate with Mechanical, MV/HV Electrical, DCS/Automation, Building Commissioning, and Completions teams; resolve utility interfaces and tie-in issues affecting site readiness.
- Maintain commissioning procedures, check sheets, punch lists, and L2–L5 turnover packages; coordinate QA/QC nonconformance closure and ensure audit-ready documentation.
- Report commissioning progress across all utility systems; track MC, PFT, completion, and punch-list metrics and escalate risks affecting utility turnover.
Job Requirements
Qualifications and Experience
- Bachelor's degree in Mechanical Engineering, Civil/Environmental Engineering, Construction Management, or related field preferred.
- Equivalent combination of technical training and relevant industry experience will be considered.
- 8–12+ years of experience in commissioning balance-of-plant utility systems on power generation, industrial, or mission-critical/data center projects.
- Direct experience with instrument/plant air, potable water, oily water drains, temporary utilities, and outside-building firewater systems.
- Experience coordinating utility tie-ins and interconnections with turbines or other major equipment packages.
Certifications and Training
- OSHA 10/30 required for site access.
- Fire protection/fire pump testing certifications (NICET, NFPA 25) beneficial.
- Water/wastewater operator or environmental compliance credentials a plus.
Technical Skills
- Ability to read and interpret P&IDs, utility flow diagrams, civil/site utility drawings, and fire protection hydraulic calculations.
- Working knowledge of NFPA (20, 22, 24, 25), plumbing/environmental codes, and utility interconnection requirements.
- Familiarity with air/water quality testing methods and fire pump/flow testing procedures.
- Skilled in functional testing, troubleshooting, and root-cause/corrective action processes across utility systems.

Terms and Conditions
- Project Duration: Long-term assignment anticipated to last 2+ years, with project activities extending through approximately 2029.
- Start Date: September 1, 2026
- Work Schedule: Expected commitment of approximately 50-60 hours per week, depending on project demands and critical milestones.
