Health Data Governance Advisor

Mission Overview:

Keystone Solutions is seeking a Health Data Governance Advisor to support activities related to health data, data governance, and the implementation of the European Health Data Space (EHDS) in Belgium. This position represents a consultancy mission at a client site, where you will be hired by Keystone Solutions to work on client projects.

Key Responsibilities:

• Support the client in analyzing and structuring data issues and developing concrete policy, functional, and process solutions.
• Combine analytical insight with knowledge of data governance within the health sector and the context of secondary use of health data.
• Utilize expertise in data governance, including concepts such as data ownership, metadata, data quality, reference data, data catalogs, and clear roles and responsibilities.
• Apply technical skills in Python and SQL to document, monitor, and optimize data assets.
• Analyze and translate relevant regulations and policy information regarding EHDS and secondary use of health data into functional and process implications.
• Conduct functional analysis and requirements management, capturing and translating business needs into clear functional requirements.
• Understand the interaction between business processes, data, and systems, supporting alignment between business and technical stakeholders.
• Analyze how data is managed, exchanged, and integrated within a broader application and data landscape.
• Assess the impact of changes on processes, metadata, data flows, and systems, providing advisory support.
• Analyze and document processes, requirements, and workflows, contributing to clear, consistent, and usable documentation.
• Collaborate effectively with colleagues and support interactions with healthcare institutions, governments, research institutions, and other stakeholders.
• Communicate clearly and professionally with both technical and non-technical stakeholders.

Experience Required:

The advisor should possess a relevant academic background and experience with data or governance issues. Experience with analysis, process support, documentation, or data-driven projects is a plus.
