Mission Overview:

Keystone Solutions is seeking an experienced Health IT professional for a consultancy mission at a client site. The consultant will support the analysis, solution architecture, and pre-implementation activities related to the deployment of a selected Electronic Patient Record (EPR) platform and its integration within the current and future hospital ecosystem.


Key Responsibilities:

The consultant will provide expertise, analysis, and detailed documentation covering all relevant functional, technical, operational, interoperability, security, and organizational aspects of the implementation program. Responsibilities will include:

  • Defining the target architecture, integration strategy, governance model, implementation roadmap, and transition approach necessary for successful deployment.
  • Collaborating closely with internal and external stakeholders, including clinical services, nursing staff, pharmacy, IT services, biomedical engineering, hospital management, and third-party vendors.
  • Organizing and facilitating workshops, working groups, interviews, and decision-making sessions to gather requirements, validate workflows, identify dependencies and risks, and align implementation with the hospital's strategic objectives.
  • Analyzing existing workflows, applications, and integrations.
  • Defining target solution architectures and interoperability models.
  • Assisting with data migration and reference data governance.
  • Evaluating implications regarding infrastructure, cybersecurity, identity management, and business continuity.
  • Helping plan integration with existing clinical, administrative, financial, laboratory, imaging, medication management, and external digital health systems.
  • Supporting change management and implementation planning.
  • Documenting risks, assumptions, gaps, mitigation strategies, and implementation dependencies.
  • Preparing detailed project documentation, architecture diagrams, implementation plans, and presentations for governance and steering committees.

Candidate Profile:

The ideal candidate will have a solid experience in hospital digital transformation programs, interoperability standards in healthcare (HL7, FHIR, DICOM, IHE), Belgian healthcare system integration requirements, and large-scale implementations of Electronic Patient Records (EPR) and Personal Data Information (PDI).

  • Excellent understanding of clinical workflows.
  • Strong expertise in interoperability.
  • Mastery of enterprise architecture.
  • Knowledge of the Belgian healthcare ecosystem (including e-health).
  • Ability to engage stakeholders and drive transformation.
  • Proven experience in vendor management.
  • Awareness of security and compliance.
  • Trilingual proficiency (FR/NL/ENG).

Specific Skills:

  • Confirmed experience (15+ years) in implementing health IT projects in Belgium, with at least 3 different Electronic Medical Record (EMR) systems.
  • Experience in solution design for hospital groups, with at least 3 hospital groups.
  • Proven ability to collaborate effectively with international vendors, software publishers, and service providers in health IT projects involving multiple stakeholders.
  • Proven experience on the provider side (hospital/clinical environment) and the vendor or solution provider side in health IT projects, with the ability to effectively bridge operational, clinical, functional, and technical perspectives.
  • Proven experience (at least 5 years in each category) in integration with relevant systems in a hospital environment (EPR, ADT/TARFAC, ERP, pharmacy, laboratory, radiology).
  • In-depth knowledge of contracting processes with external providers.
  • Project management certification (Prince 2 and PMBok).
  • Sharp expertise in business process modeling (BPM).

Working Conditions:

This is a part-time consultancy mission (2/5) with a hybrid telework policy of up to 50%. The consultant will work across 3 different sites in Brussels (Uccle, Etterbeek, and Woluwe) with travel as needed.
