The Procurement Manager will lead the sourcing & transactional team in Thailand as a scope to establish, develop, improve, and deliver sourcing & transactional activities by focusing on Cost savings, Compliance, Simplification & Automation processes; working with 3rd party vendors, contractors to ensure the materials and services supplied to complied with Supplier Code Standards; developing teams capabilities and closely collaboration with the procurement team in the region and across the globe.

Responsibilities :

SOURCING

  • Lead and execute the end-to-end sourcing process (bidding / RfQ process) for business requirements in selected local categories, using best practice to achieve best value for money.
  • Ensure the supplier evaluation and approval process (awarded supplier) complies with procurement policy, DOA (Delegation of authorization) and Supplier Code Standards.
  • Ensure all contracts are awarded in compliance with appropriate legislation and complied with corporate health, safety, equality, quality and environmental requirements.
  • Maintain accurate, prioritised, and auditable records of procurement process compliance.
  • Drive vendor consolidation for Thailand in line with Cluster strategy.
  • Deliver sourcing productivities (cost savings) in procurement.
  • Leverage and implement best practices in sourcing from across the region.

PURCHASE TO PAY (TRANSACTION)

  • Conduct resource planning and forecasting based on forward projections of required procurement activity and ensuring deployment of suitably qualified and experienced resource in line with the resource plan.
  • Coordinating with Transactional Team activities with other markets across the globe.
  • Developing and sustaining transactional processes (PO automation, Purchasing Group reallocations, Background jobs, automation rate increase, supplier consolidation proposals)
  • Liaise with Central Planning manager (external purchases).
  • Work closely with Global best Practice Manager to improve P2P KPI's (data accuracy, efficiency, etc.)
  • Develop & maintain the "Background Job Database" (external, some internal purchases but not deployments related)
  • Coordinating price and vendor creation/change processes (IGTP's / PIR's updates) in VPMS or via Esc Master involvement, VDM
  • Maintenance and creation of accurate supplier data through vendor master data processes
  • Timely and accurate processing of requisitions and POs
  • Timely and accurate processing of goods receipt notes (as required)
  • Ensure this is carried out through the relevant systems, project systems and other contractual mechanisms that may exist. Including ensuring current processes are efficient.
  • Maintain accurate, prioritised, and auditable records of procurement process compliance.
  • Execute & monitor ABC analysis on supplier performances, (SLAs, POFR, PO follow up, executing Urging reminders, etc

FREIGHT MANAGEMENT & CUSTOMS CLEARANCE

  • Running Freight bidding on regular basis as Group direction to achieve best rate for the business operation.
  • Work with 3rd Party Forwarder to manage import process and customs clearance process in compliance with regulation, accuracy and timely.
  • Maintain and improve service level with appointed forwarder.
  • Working with Global Freight Category Manager for execution of bidding and selecting right and timely forwarder for markets.

SUPPLIER MANAGEMENT

  • Implementation of Supplier Code to 3rd Party Suppliers in the market and conduct regular audits to Suppliers as group direction.
  • Conduct supplier performance evaluation for selected direct materials supply vendors.
  • Identify key supply risks and support implementation of appropriate mitigating actions. Escalate supply risks as appropriate.

Qualifications :

  • Hold a university degree or post-graduate qualification, specializing in General Management, Economic or Foreign Trade
  • Strong leadership capabilities
  • Purchase to pay expertise.
  • Proficient in spoken English.
  • SAP knowledge, esp. MM module
  • Exhibit outstanding organizational and leadership skills.
  • Evidence of the ability to create, implement and roll out strategic account planning and relationship development strategies
