Role Introduction
The incumbent will be responsible in assisting the General Manager - Safety & Security, in managing all aspects of safety and security throughout the Kai Tak Sports Park, including day to day and for events. Provide direction and supervision to ensure the physical safety and security of the public, guests, visitors, employees, contractors (stakeholders) and assets.
Key Responsibilities
- Advice the General Manager - Safety & Security, on all safety and security related issues at all times
- Assist the General Manager - Safety & Security, in control of operational safety and security management issues on events days and is not given any additional duties on an event day which might reduce his or her effectiveness in the principal role
- Works with the local Police and other emergency services, Government stakeholders and the Senior Management Team of KTSP to provide a safe and secure environment for all stakeholders.
- Draft, implement and review safety and security policies and Standard Operating Procedures to protect the reputation and minimise the KTSP exposures to losses through a process of measured continuous improvement.
- Assist the General Manager - Safety & Security, to oversee all safety and security activities to ensure the highest possible level of safety, security, and comfort to all stakeholders.
- Working with KTSP departments, emergency services and other stakeholders, develops strategies and plans for command and control for non-event days, event days, and emergencies, that establishes clear protocols for primacy of control in the event of a safety and/or security incident.
- Ensures that responsibilities for safety and security are clear and that there are no gaps in the demarcation of public safety and security. This will include, but not be limited to:
- Responsibility for precinct areas
- Responsibility for venues
- Responsibility for retail spaces
- Responsibility for car parks and other ancillary spaces
- Responsibility for dispersal routes
- Responsibility for airspace above the precinct - Exemplifies a customer service philosophy and public relations approach to the performance of all duties. Establishes and promotes this philosophy with department staff.
- Serves as the liaison with all emergency services and agents of law enforcement, safety regulatory or security agencies.
- Assist the General Manager - Safety & Security, to manage and to oversee the operational requirements of safety and security, including the assigned budgets to assure the optimum and most cost-effective use of manpower and equipment.
- Manages investigations related to safety and security incidents, including but not limited to near misses, loss prevention issues, or other precinct issues.
- Works in coordination with Risk Management to identify, control and rectify all safety and liability exposures and recommends and implements improvements as needed
- Serves as liaison with tour production managers, event organisers, show contractors, private security firms and staff in all matters relating to safety and security at KTSP.
- Review, approve, and modify the ticketing manifest for each event to ensure compliance with KTSP safety standards and expectations.
- Assist the General Manager - Safety & Security, to review, approve, and modify event security contractor security plans to ensure conformance to security standards and expectations.
- Ensures proper training and development programs for safety and security staff to deliver their responsibilities, ongoing improvement and professional growth.
- Responsible for the operation of all in-house security systems, key systems, asset tracking, security camera, storage & monitoring systems, access control and photo ID badge program.
- Serves as the lead for workplace Health and Safety Department for KTSP.
- Assists in the development and enforcement of policies related to accident control, health, loss exposures and Health & Safety regulations.
- Works in coordination with parking management to deliver efficient parking schemes in accordance with facilities infrastructure, event schedule and scales, and client demographics.
- Works in conjunction with traffic and logistics team to develop traffic and logistics SOPs that optimize the daily operations and ensure customer satisfaction.
- Performs other work-related duties as assigned on non-event days.
Requirements
- Bachelors Degree in Criminal Justice/Public Safety/Risk Management preferred.
- Qualifications to at least NVQ Level 4 in event management, plus spectator management preferred.
- Minimum of ten (10) years of progressively responsible management experience in security or law enforcement, with demonstrated responsibility for public security and safety planning and investigations.
- Has knowledge of the Guide to Safety at Sports Grounds and subsequent Supplementary Guides published by the Sports Grounds Safety Authority in the UK.
- Knowledge of the Purple Guide published by the Events Industry Forum in the UK is preferred.
- Holder of valid Security Personnel Permit.
- Holder of valid Hong Kong driving license code No. 1 & 2, Certified First-Aider, AED Certificate holder is preferred.
- Sound knowledge of First Aid, Fire Fighting System, Security System and computer knowledge are essential.
- Solid knowledge of the problems, issues, philosophies, principles, tactics and procedures related to crowd management and public assembly venue security and safety services.
- Preferred candidate will have relevant crowd management experience dealing with gatherings of greater than 25,000 people.
- Extensive knowledge of local and national laws and regulations, court decisions and ordinances that affect safety and security operations.
- Sound knowledge of workplace Health and Safety regulations in Hong Kong. Relevant qualification preferred.
- Superior customer service and problem-solving skills.
- Prior experience and network with local officials and agents of law enforcement preferred.
- Excellent verbal and written communication skills, as well as skills in personnel management and interpersonal relations.
- Good command of English and Chinese in both speaking and writing, Mandarin proficiency is an advantage.
- Ability to prioritize tasks and lead a diverse workforce.
