Role Introduction

The incumbent will be responsible for addressing traffic and transport issues within the Kai Tak Sports Park, including day to day operations and for events. He/she will carry out direction and provide supervision to ensure the safety of all stakeholders, including but not limited to public, guests, visitors, employees, and contractors, etc.

Key Responsibilities

  • Responsible for preparing and reviewing the design, implementation, and maintenance of traffic management and traffic diversion plans.
  • Manage emergency response plan to deal with emergency situations for the safety of all stakeholders at the Kai Tak Sport Park.
  • Review, design and implement safety improvement projects. Perform comprehensive safety audits and follow up on corrective actions and closures.
  • Carry out road safety audits for temporary traffic diversions.
  • Monitor all temporary road networks inside and outside the precinct to ensure safety including intersections, speed limits, visibility, signage etc.
  • Coordinate with Police, MTRC and other public transport companies to ensure safe traffic movement and operation inside and outside the precinct.
  • Attending all major events and providing traffic and parking management coordination during event, including real-time traffic modifications during the event to reduce congestion and improve overall traffic flow and pedestrian access.
  • Act as a key investigation officer when serious incidents happen, in order to find out the root cause and prepare the remedial action plan and follow up the associated actions.
  • Provide post-event report and developing operational improvement plans.
  • Manage all accesses within and inside the precinct ensure its safe and efficient for day-to-day operations, as well as events.
  • Identify training needs and develop training and drill plan for security staff and organize safety training program at all levels.
  • Perform other duties or special projects as assigned.

Requirements

  • Higher Diploma or above, or recognised qualifications with major in relevant fields is required.
  • Minimum of 10 years of relevant experience.
  • Extensive knowledge of local and national laws and regulations, court decisions and ordinances that affect crowd control, and traffic operations.
  • Solid experience in performing traffic control and management, and crowd management in major events.
  • Sound knowledge of First Aid, Fire Fighting System, and computer knowledge are essential.
  • Holder of a valid Hong Kong driving license code No. 1 & 2, Certified First-Aider, AED Certificate is preferred.
  • Knowledge of the Guide to Safety at Sports Grounds and subsequent Supplementary Guides published by the Sports Grounds Safety Authority in the UK, or the Purple Guide published by the Events Industry Forum in the UK is preferred.
  • Strong interpersonal and leadership skills, analytical and problem-solving skills.
  • Able to work independently under pressure with minimal supervision; willing to drive changes and make effective improvement plan.
  • Excellent verbal and written communication skills in English and Chinese, with good organizational, communication and presentation skills.
