The HRAM will assume the leadership role in the Human Resources and Administration functions during the start-up project stage and once commercial business operations commence, for the Business Unit in Jazan. The incumbent will set-up and manage the sub-functions such as recruitment, training and development, performance management, compensation and benefits, employee relations and administration to meet Business Units requirements.

Responsibilities:

Human Resources

  • Act as lead advisor to the Project Team on employment related matters in KSA.
  • Working within corporate strategies and policy frameworks, designs, proposes and implements human resources strategies, guidelines, and procedures for the Business Unit.
  • Set-up the HR policies and procedures for the Business Unit, in accordance the Groups HR polices and laws and regulations in KSA.
  • Execute the recruitment in accordance with the manpower plan of the positions required to commence commercial business operations.
  • Organize training for positions that require the incumbents to be trained and competent for commercial business operations.
  • Develop guidelines and procedures which will assist line management in implementing human resources policy, for example: employee training and development programs, performance appraisal and recognition, and compensation and benefit plans below the senior management level.
  • Work with managers to identify human resources issues/problems and provides leadership and support in finding solutions.
  • Prepares headcount and staff cost budgets and monitors to ensure compliance to these budgets.
  • Organize and supervise HR services to ensure that highly qualified team members are recruited, developed, and motivated to achieve business objectives.

Administration

  • Manage the administration functions related to facilities management, non-operational fleet management, staff transportation, staff accommodation and canteen services.
  • Set guidelines, work processes and key performance indicators for the delivery of these services to the organization.
  • Prepare tender specifications for outsource services with SLA requirements.
  • Prepare the budgets for the Administration services and monitor these budgets to ensure compliance.
  • Organize and supervise Administration services to ensure that highly qualified team members are recruited, developed, and motivated to achieve business objectives.
