Subject Matter Expert – Regional Growth Plan

Job Purpose:

The Local Government and Elections (Wales) Act 2021 established Corporate Joint Committees (CJCs) as the vehicle for strengthened regional collaboration, strategic planning and economic development. Within this evolving framework, the Cardiff Capital Region (CCR) is developing a new model of regional economic governance, bringing together strategic planning, investment and delivery arrangements to support sustainable and inclusive economic growth across South East Wales.

As the region transitions into this new operating environment, the development of a Regional Growth Plan (RGP) represents a critical milestone.

The RGP will provide the overarching long-term framework for economic development, investment and productivity improvement across the region, establishing a clear ten-year vision for the Cardiff Capital Region economy and defining the strategic priorities, interventions and outcomes required to deliver economic wellbeing for communities, businesses and places.

The role will lead the development of strategic partnerships, leading to a robust evidence base and regional economic diagnosis, drawing together intelligence from across local government, Welsh Government, UK Government, academia, industry and regional partners. The role will ensure that the Regional Growth Plan is grounded in strong partnerships and capable of informing long-term decision making across the region.

The role will also work with the Director of Policy, Impact & Partnerships and Head of Policy & Impact to provide strategic leadership in assessing the regional landscape, identifying policy gaps, and ensuring that future funding opportunities align with regional priorities.

The position requires collaboration across a complex multi-governance environment, bringing together local authorities, Welsh Government, UK Government, regional partnerships, businesses, investors, academic institutions and other stakeholders.

Success will depend on the ability to build consensus, influence across organisational boundaries and develop confidence in a shared regional vision.

The role requires significant strategic insight, economic development expertise, policy understanding and the ability to navigate competing priorities while maintaining focus on long-term regional outcomes.

As a senior Subject Matter Expert, the postholder will combine intellectual leadership with practical delivery capability, providing coherence, challenge and strategic direction throughout the development of the Regional Growth Plan.

By establishing the strategic foundations and partnerships, the Regional Growth Plan Subject Matter Expert will play a central role in enabling sustainable growth, improving productivity, addressing inequalities and creating the conditions for long-term prosperity across South East Wales.
