Job Purpose

To provide specialist highways and transportation engineering advice on planning applications and development proposals.

The role will assess the impact of proposed developments on the highway network, identify appropriate mitigation measures and ensure that development-related highway requirements are properly considered, documented and implemented in accordance with relevant standards, policies and legislation.

Responsibilities

Assess planning applications, development proposals and associated transport information from a highways and traffic engineering perspective.

Provide professional and technical advice on the highway implications of proposed developments.

Review Transport Assessments, Transport Statements, Travel Plans, parking proposals, access arrangements and other supporting technical documentation.

Evaluate the impact of proposed developments on traffic flow, highway capacity, road safety and the surrounding transport network.

Identify appropriate highway improvements, mitigation measures and planning conditions associated with development proposals.

Assess proposed site access arrangements, visibility splays, junction layouts, pedestrian facilities, cycle infrastructure and servicing arrangements.

Review parking provision, loading, servicing, accessibility and sustainable transport measures against relevant standards and council policies.

Liaise with planning officers, developers, consultants, transport authorities and other stakeholders to resolve highway-related issues.

Prepare clear technical responses and recommendations for planning applications and development control matters.

Provide advice on Section 106 agreements, highways contributions and other developer-funded infrastructure requirements where appropriate.
