Overview
An experienced Program Manager is required to lead and further develop an ongoing large-scale infrastructure and connectivity programme. The successful candidate will take over an existing programme, ensure continuity, coordinate multiple projects, manage suppliers and multidisciplinary teams, and align business, IT, and external stakeholders.
The role requires a pragmatic, results-driven professional with extensive experience in complex infrastructure environments and public sector programmes.
Key Responsibilities
- Lead and manage a complex infrastructure and IoT programme.
- Take ownership of an existing programme and ensure seamless continuation.
- Coordinate multiple interconnected infrastructure and development projects.
- Manage suppliers, internal teams, and external stakeholders.
- Ensure effective collaboration between business, IT, and technical teams.
- Monitor programme risks, issues, dependencies, budgets, and delivery milestones.
- Apply programme and project management best practices throughout the project lifecycle.
- Drive decision-making while ensuring service continuity during infrastructure transitions.
- Lead multidisciplinary project teams in a complex stakeholder environment.
Required Experience
- 15+ years of experience in infrastructure or software development projects.
- 10+ years of experience taking over and managing ongoing infrastructure programmes.
- 8+ years of experience as a Program Manager leading infrastructure or development programmes.
- 8+ years of experience working within government or public sector organisations.
- 5+ years of experience delivering large-scale network, connectivity, and IoT projects.
- Strong experience managing programmes involving complex stakeholder environments.
- Minimum 5 years of practical Scrum experience.

Experience with project management disciplines including:
- Risk management
- Issue management
- Planning and governance
Technical Knowledge
- Strong understanding of ITIL.

Expertise in project management methodologies such as:
- PRINCE2
- PMBOK

Experience with programme management frameworks such as:
- Agile
- Scrum
- MSP
- Ability to coach and transfer project management knowledge to others.
Preferred Experience
- Experience within policing or law enforcement environments.

Experience with:
- 4G/5G technologies
- ANPR (Automatic Number Plate Recognition)
- CCTV solutions
- Experience managing infrastructure transitions where uninterrupted service delivery is critical.
- Experience leading multidisciplinary technical teams.
Language Requirement
- Dutch (CEFR C2) – Mandatory.
