Job Overview
We are looking for an experienced Building Advisor / Architect to provide technical and operational support for public construction, renovation, and property projects.
The successful candidate will have strong experience in project coordination, construction and heritage projects, public procurement, site supervision, and working with local authorities. You will support projects from the initial concept and planning stages through to execution and completion.
Key Responsibilities
- Provide technical and substantive support for public construction and property-related projects.
- Support the development and delivery of construction, renovation, redevelopment, and infrastructure projects.
- Coordinate projects from initiation through to completion.
- Monitor project planning, budget, quality, and progress.
- Coordinate multidisciplinary stakeholders, including contractors, designers, consultants, and project owners.
- Work closely with local authorities, administrations, policymakers, and external partners.
- Support projects within a public-sector administrative and governance environment.
- Prepare public procurement documentation, including:
- Selection guidelines
- Award criteria
- Tender specifications
- Support and coordinate public procurement and tendering procedures.
- Analyse, assess, and follow up on submitted tenders and offers.
- Monitor construction execution and site activities.
- Coordinate communication between contractors, designers, and commissioning authorities.
- Ensure quality control throughout the construction and execution phases.
- Provide advice on construction, property, infrastructure, and public-space projects.
- Contribute to the continuous improvement of construction and property management processes.
Required Skills & Experience
- Minimum 3 years of relevant experience in a similar role.
- Strong experience with construction and property/patrimony projects.
- Proven experience in project management and project coordination.
- Experience supporting local authorities, public organisations, or intermunicipal organisations.
- Strong knowledge and practical experience with public procurement procedures.
- Experience preparing tender specifications, selection documents, and award criteria.
- Experience analysing and evaluating tenders and offers.
- Experience with site supervision and construction execution.
- Strong stakeholder management and communication skills.
- Good knowledge of Microsoft Office.
- Good knowledge of BricsCAD, AutoCAD, or equivalent.
- Knowledge of 3P is an advantage.
- Strong organisational, analytical, and problem-solving abilities.
Education
Candidates should hold one of the following or an equivalent qualification:
- Master's degree in Engineering Sciences
- Master's degree in Industrial Engineering
- Civil Engineering degree
- Equivalent qualification through relevant professional experience
Language
- Dutch: Native or bilingual proficiency.
Working Arrangement
- 4 days per week / 30.4 hours per week.
- Preferred working days: Monday to Thursday.
- Standard working hours: 09:00–12:00 and 14:00–16:00.
- 1 day of home working is possible, preferably Tuesday.
- Physical workplace located in Merelbeke-Melle, Belgium.
- A laptop and work mobile phone are provided.
- A service vehicle may be available by reservation for limited work-related travel.
Ideal Candidate
We are looking for a hands-on professional who can quickly integrate into a public-sector environment and independently support construction, renovation, property, and infrastructure projects from planning through execution.
Strong knowledge of public procurement, project coordination, and site supervision is essential.
