Job Title: Information Management Advisor – Traffic Systems Replacement Program

Location: Hybrid (Utrecht / Den Bosch) with partial remote work
Contract Type: Freelance / Contract Assignment

Role Overview

We are seeking an experienced Information Management Advisor to support a large-scale traffic systems replacement program focused on modernizing roadside traffic signaling infrastructure. The program involves replacing legacy traffic signaling systems with intelligent roadside stations and ensuring seamless integration across infrastructure, networks, and central IT environments.

This role sits at the intersection of infrastructure, information management, and technology. The successful candidate will provide advisory services on IT architecture, system integration, stakeholder coordination, and information provisioning while ensuring alignment across multiple technical and operational teams.

Key Responsibilities

  • Advise on IT architecture, information management, and system integration for intelligent roadside traffic systems.
  • Ensure effective integration between roadside infrastructure, communication networks, traffic management centers, and connected transport systems.
  • Coordinate with internal and external IT stakeholders to establish alignment and facilitate collaboration.
  • Organize and lead meetings with relevant technical and information management teams.
  • Define, document, and monitor agreements relating to interfaces, responsibilities, connectivity, and operational management.
  • Act as the liaison between the traffic systems replacement program and IT/information management departments.
  • Identify risks, bottlenecks, and dependencies impacting information provision or project delivery and drive resolution.
  • Review contractor designs, technical documentation, and specifications from an IT and integration perspective.
  • Develop and validate requirements related to information management, data exchange, and network integration.
  • Support IT-related risk assessments and impact analyses.
  • Contribute to the standardization and harmonization of information management and IT solutions across the program.

Expected Deliverables

The assignment is expected to produce:

  • Strategic and operational advice regarding information management and system integration.
  • Clearly defined agreements between stakeholders concerning interfaces, responsibilities, and collaboration.
  • Secure and reliable integration between intelligent roadside systems and connected traffic management environments.
  • Reviewed and validated technical designs and documentation.
  • Identification and mitigation of IT-related risks.
  • Effective coordination between infrastructure and IT teams to support successful project delivery.

Required Qualifications

  • Bachelor's or Master's degree in a relevant field such as Computer Science, Technical Computer Science, Electrical Engineering, Information Technology, or a related discipline.
  • Minimum 5 years of relevant experience working on infrastructure-related projects.
  • Demonstrated experience reviewing and assessing technical designs, specifications, and documentation.
  • Proven experience managing stakeholder relationships within complex technical environments.
  • Availability to work 16 hours per week throughout the duration of the assignment.
  • Professional proficiency in the Dutch language.

Preferred Experience

Candidates with the following experience will be highly regarded:

  • Traffic management systems, roadside traffic signaling, or intelligent roadside infrastructure environments.
  • Information management architecture and system integration within complex IT landscapes.
  • Coordination and governance across multi-stakeholder IT environments.
  • Transportation, mobility, infrastructure, or public-sector technology projects.
  • Managing interfaces between operational technology (OT) and information technology (IT) systems.
