Position: Project Leader

Position Overview

We are seeking an Expert Project Leader to oversee the full lifecycle of ICT and Data solutions—from initial requirements gathering to final implementation. Operating in a hybrid role that bridges Project Management, Product Ownership, and Business Analysis, you will be responsible for defining As-Is and To-Be business processes, facilitating stakeholder workshops, and guiding development teams within a public-sector environment.

This role is ideal for a structured communicator who can translate complex business needs into clear, actionable technical deliverables while ensuring integration into established organizational methodologies.

Key Responsibilities

  • End-to-End Project Execution: Drive project delivery according to scope, quality, timeline, and budget parameters following established institutional standards.
  • Process Engineering & Analysis: Map, analyze, and define current and future business processes to guide technological implementations.
  • Requirements & Deliverable Management: Draft and maintain functional specifications, process definitions, user stories, and technical alignment documents that developers can directly execute.
  • Stakeholder Facilitation: Plan, lead, and moderate workshops and meetings with cross-functional business stakeholders, ensuring clear communication and proactive risk escalation.
  • Technical & Business Alignment: Ensure the implemented solutions conform to agreed-upon business designs and fit smoothly within existing operational and IT environments.
  • Team Guidance: Structure work streams for development teams, translate abstract concepts into actionable tasks, and maintain cross-departmental alignment.

  • Requirements & Agile Engineering: Expert skill in requirement gathering, TFS (Team Foundation Server) / Azure DevOps, and Product Owner methodologies.
  • Cross-Functional System Analysis: Ability to evaluate organizational impact across multiple divisions and assess system integration requirements.

Language Requirements

  • French & Dutch: Active working knowledge (understanding, speaking, and writing technical and process documentation) in both national languages.
