Senior IT Project & Program Manager | Public Sector | Brussels
We are looking for a highly experienced Senior IT Project & Program Manager to lead and deliver strategic projects and transformation initiatives within a major public-sector organisation in Brussels.
This role requires a strong, hands-on Project Manager with extensive experience in project and programme governance, change management, risk management, resource management and strategic portfolio prioritisation.
Your Responsibilities
Project & Programme Management
- Lead projects from initiation through to successful delivery and closure.
- Define project scope, objectives, deliverables and planning in collaboration with stakeholders.
- Develop and maintain project plans, including resource, risk, communication and quality plans.
- Ensure projects are delivered within agreed scope, timelines, budget and quality standards.
- Monitor progress and coordinate actions required to keep projects on track.
- Ensure alignment between project delivery, business needs and organisational priorities.
Stakeholder Management
- Gather, analyse and formalise business and user requirements.
- Maintain effective communication with sponsors, management, clients, business teams and technical teams.
- Organise and facilitate project meetings, steering committees and workshops.
- Support decision-making and ensure follow-up of agreed actions.
Resource, Risk & Change Management
- Plan and coordinate internal and external project resources.
- Identify, analyse and manage project risks, assumptions and dependencies.
- Define and implement mitigation and action plans.
- Manage change requests and assess their impact on budget, timelines and scope.
- Support organisational and business change throughout transformation initiatives.
Governance, Reporting & Portfolio Management
- Monitor key project indicators, including planning, budget, quality, risks and benefits.
- Prepare clear reporting for sponsors and senior management.
- Manage financial reporting and project budgets.
- Maintain accurate project documentation and decision traceability.
- Support strategic project portfolio prioritisation and governance.
- Contribute to the development and operation of organisational PMO capabilities, at both strategic and operational levels.
Continuous Improvement
- Apply established project and programme management methodologies.
- Contribute to continuous improvement and project governance.
- Conduct lessons learned and share best practices across project teams.
- Support and improve Plan–Build–Run governance and delivery models.
Required Experience & Skills
We are looking for a senior professional with strong experience in:
- 15+ years of experience in Project and Programme Management.
- Change Management – Expert level.
- Project & Programme Governance / Continuous Improvement – Expert level.
- Resource Management – Expert level.
- Risk Management – Expert level.
- Financial Reporting – Advanced level.
- Experience in Plan–Build–Run environments.
- Experience supporting senior management and steering committees with strategic decision-making and portfolio prioritisation.
- Confirmed experience in public-sector transformation projects.
- Experience establishing and managing a PMO at organisational level, both strategically and operationally.
Certifications
Relevant certifications are highly desirable, including:
- PRINCE2
- PMP / PMI
- Equivalent Project Management certifications
- Scaled Agile certification
- Change Management certification, such as ADKAR or equivalent
Languages
French – Native or Bilingual Proficiency
English – Full Professional Proficiency
Dutch – Professional Working Proficiency
Contract Details
Location: Brussels, Belgium
Work model: Hybrid
Minimum on-site presence: 2 days per week
Start date: 15 September 2026
End date: 31 May 2027
Duration: 9 months
Workload: Full-time
Daily rate: €800–€920
