Job Summary:
We are seeking a highly organized and detail-oriented Senior Finance Officer to manage both corporate financial functions and personal finance matters for the Chairman. This role involves responsibility for financial estimation of projects, manpower cost calculation, review of commercial terms in contracts, cash flow management, invoicing, tax compliance, general ledger oversight, and MIS reporting. This is a key position requiring multitasking, precision, and the ability to work independently while supporting senior leadership.
Key Responsibilities:
Banking and Treasury Management:
- Manage day-to-day banking relationships and act as the main point of contact for all banking matters.
- Handle banking facilities include term loans, overdrafts, guarantees, and other financial instruments.
- Monitor and manage cash flows, ensuring adequate liquidity and optimal fund utilization.
- Maintain the register of bank guarantees, performance and advance-payment bonds, and letters of credit, and manage their issuance, amendment, and release.
- Manage corporate insurance policies, including renewals, project-specific cover, and claims coordination.
- Monitor compliance with banking covenants and prepare information required by banks and financial institutions.
Financial Reporting & Analysis:
- Prepare timely and accurate financial reports including P&L, balance sheet, and cash flow statements.
- Provide financial insights and reports to support strategic decision-making by the Chairman and management.
- Conduct variance analysis and provide commentary on financial results.
- Prepare the monthly MIS pack and management dashboards, including project-wise profitability, ageing, and key financial KPIs.
- Manage the month-end and year-end close, including accruals, prepayments, provisions, intercompany balances, and schedule reconciliations.
Budgeting, Forecasting & Financial Modeling:
- Develop, monitor, and update annual budgets and periodic forecasts.
- Create robust financial models for project costing, investment analysis, and scenario planning.
- Prepare financial estimations for new and ongoing projects, including direct cost build-up, overhead allocation, contingency, escalation, and target margin, to support bids, proposals, and variation claims.
- Maintain a library of estimation assumptions and historical cost benchmarks, and update unit rates periodically based on actual project performance.
- Calculate manpower costs and maintain man-hour rates used in project estimates.
- Analyze financial performance against budgets and recommend corrective actions.
- Track project cost-to-complete against approved estimates and report variances between estimated and actual project and manpower cost.
Invoicing & Revenue Management:
- Coordinate with the operations team to gather real-time project updates.
- Prepare and issue invoices based on project progress and contractual milestones.
- Ensure timely follow-up and collection of receivables.
- Maintain detailed billing and receivable schedules.
- Process supplier, subcontractor, and consultant payments, including certification against progress claims, retention, and advance recovery.
- Maintain the fixed asset register, including additions, disposals, depreciation, and periodic physical verification.
General Accounting & Compliance:
- Oversee daily accounting functions and ensure accuracy of financial records.
- Process monthly payroll and WPS transfers, and maintain accruals for end-of-service gratuity, leave salary, and air-fare entitlements.
- Review and settle employee reimbursements, advances, and petty cash, and reconcile employee-related accounts.
- Support internal and external audits by preparing required documentation and reports.
- Ensure compliance with relevant financial regulations and internal controls.
- Prepare and file VAT returns and corporate tax computations within statutory deadlines and maintain supporting records and reconciliations.
- Maintain finance policies, standard operating procedures, and the delegation-of-authority matrix, and recommend improvements to internal controls.
- Coordinate renewals of trade licenses, statutory registrations, and other regulatory filings affecting the finance function.
Collaboration & Strategic Support:
- Work closely with cross-functional teams, especially project and operations departments, to align financial planning with business goals.
- Advise the Chairman on financial implications of business activities and recommend solutions.
- Supervise and review the work of the Senior Accountant, allocate workload, and provide coaching and on-the-job training.
- Handle all personal accounting matters of the Chairman with utmost confidentiality.
- Manage cash flow, bank reconciliations, and account statements for personal accounts.
- Monitor and maintain detailed records of the Chairman's real estate assets, including rental income, maintenance costs, renewals, and tenancy contracts.
- Coordinate with property agents, tenants, and service providers for asset-related matters.
. Chairman's Personal Accounts & Real Estate Management
Other Duties:
- Maintain and update accounting software.
- Review contracts, tenders, and proposals to understand and assess commercial terms and conditions.
- Handle ad hoc financial projects and tasks as assigned by the Chairman.
Qualifications & Skills:
- Bachelor's degree in Accounting, Finance, or related field (Master's preferred).
- Professional qualifications such as ACCA, CMA, or ACA (fully or part-qualified).
- Minimum of 8 years of relevant finance experience, ideally in the AEC (Architecture, Engineering, Construction) industry.
- Strong knowledge of banking products, loan management, and financial negotiations.
- Proficiency in financial modeling and advanced MS Excel skills.
- Demonstrated experience in project cost estimation, manpower costing, and project profitability analysis.
- Ability to read and interpret commercial terms and conditions in contracts and tenders, and to flag financial risks.
- Working knowledge of UAE VAT and corporate tax, WPS payroll requirements, and IFRS.
- Prior experience supervising junior accounting staff.
- Experience using accounting software, especially Tally ERP, Zoho Books, etc.
- Excellent communication and interpersonal skills.
- Strong analytical thinking and problem-solving abilities.
- Ability to work under minimal supervision and manage multiple priorities effectively.
- Fluency in English; Arabic is an added advantage.
