IT Procurement Manager

 Job Description:

Key Areas of Responsibility

Reporting to the Senior IT Procurement Manager, the role will be responsible for:

  • Leading or supporting end-to-end RFx processes for IT and business stakeholder departments across assigned sourcing projects.
  • Conducting contract negotiations with vendors, ensuring that all business, technical, commercial, and legal requirements are accurately reflected in the final agreement.
  • Performing financial analysis of sourcing projects and preparing/presenting business cases to senior management

  • Collaborating with IT project managers and internal stakeholders to complete internal approval processes and ensure all required documentation and compliance steps are properly in place.
  • Providing regular procurement analytics and vendor spend reports to senior management.

  • Developing and maintaining relationships with current and potential vendors to ensure broad access to the supply market and support company growth.
  • Managing vendor onboarding due diligence and ongoing reassessment processes.

  • Delivering continuous training and communication on procurement policies and processes to Group IT users globally to promote compliance and streamline approval workflows.

Requirements

  • Bachelors degree in Procurement, IT, Computer Science, or a related discipline; professional certification (e.g., CIPS) preferred.
  • 5-8 years of experience in technology procurement and vendor management within financial services, insurance, or related sectors.
  • Proven, hands-on experience running RFx projects and managing diverse stakeholders.

  • Strong knowledge of IT category management (hardware, software, telecommunications, professional services), contract negotiation, and vendor management.
  • Solid understanding of procurement policies, best practices, and procurement software tools.

  • Ability to effectively translate business and technical requirements between users and stakeholders.

  • Good understanding of financial regulatory requirements, basic contract law, and fundamental accounting principles.

  • Proficiency in Microsoft Office, particularly Excel.

  • Ability to work independently and collaboratively in a team environment.

  • Excellent analytical, project management, and communication skills.

  • Fluency in both English and Mandarin.
