REQUIREMENTS:

Formal Qualifications: National Diploma or bachelor's degree in Social Science, Public
Administration. JOB-RELATED WORK EXPERIENCE: Over 10 years' experience, 5 of which should be in a Senior Management position. 

JOB-RELATED KNOWLEDGE:

Project Management, Programme Management, Strategic Capability and Planning, Budgeting, Expenditure reporting, Monitoring and evaluation, Strategic Planning, Human Resource Management, Knowledge of Public Service financial legislations, procedures, and Treasury Regulations. Public Financial Management Act (PFMA).
Supply Chain Management. JOB-RELATED SKILLS: Networking skills, Project and Programme Management Skills, Team Management, Interpersonal Skills, Budget forecasting skills, Computer Literacy, Problem-solving and decision-making skills, Time management skills, Communication skills, Organisation skills. PROJECT PLANNING, COORDINATION, AND EXECUTION

  • Develop the detailed project implementation plan for the six (6) prioritised hot
  • spot projects, including timelines, milestones, resource requirements, and risk
  • controls, in collaboration with the Eastern Cape team.
  • Coordinate the work of the two finalisation teams to ensure seamless
  • execution of fieldwork, and payment packaging, in collaboration with the Director
  • Operations.
  • Ensure that all activities, from household engagements to scanning and
  • submission of payment packages, follow a structured, standardised workflow,

GOVERNANCE, COMPLIANCE, AND SOP REINFORCEMENT

  • Support the implementation of Standard Operating Procedures (SOPs) for claims

OPERATIONAL EFFICIENCY AND PROCESS OPTIMISATION

  • Assist in identifying bottlenecks in the manual processes (collection, uploading, validation, scanning, filing) and introduce improvements to reduce turnaround time.
  • Support the initiative to introduce systems for payment-processing workflow.
  • Ensure accurate data capturing, control, and secure storage of beneficiary documentation.

STAKEHOLDER AND INTERGOVERNMENTAL COORDINATION

  • Act as a strong link to provide clear support to the RLCC-EC to be able to engage with all stakeholders both internally and externally, effectively.
  • Prepare updates in collaboration with the province for CLCC and the Minister
  • where required.

FINANCIAL OVERSIGHT AND BUDGET PERFORMANCE TRACKING

  • Manage a dedicated budget for the hotspot projects and associated ancillary
  • activities with the province and the respective project sponsors to ensure
  • alignment, accountability, and effective utilisation of resources.
  • Manage the reduction of the commitment register.

RISK MANAGEMENT AND MITIGATION

  • Maintain a specific risk register linked to the province's register.

MONITORING, EVALUATION, AND REPORTING

  • Establish a monitoring dashboard to track daily/weekly progress on payment package completion, and payments processed, in collaboration with the Province
