Role Overview

We are seeking an experienced and strategic Senior Manager, Procurement to lead the procurement function within the telecommunications industry.

The selected candidate will be responsible for procurement planning, strategic sourcing, vendor management, contract finalization, compliance, Capex and Opex procurement support, and stakeholder coordination. This role requires strong leadership capability, commercial awareness, and the ability to work closely with internal divisions, the parent company, C level executives, and multinational stakeholders.

Key Responsibilities

• Lead and manage the procurement function in line with business objectives and organizational requirements.
• Act as the main liaison between the parent company and internal divisions on procurement related matters.
  
• Manage and guide a procurement team of approximately 10 members.
• Oversee procurement planning, strategic sourcing, vendor selection, and contract finalization.
  
• Ensure procurement activities are compliant with internal policies, 
• approval processes, and governance standards.
• Respond to Capex and Opex related queries and support business divisions with procurement insights.
• Develop and drive category strategies to improve cost efficiency, supplier performance, and value delivery.
  
• Collaborate with C level executives and senior stakeholders to support strategic procurement decisions.
• Manage supplier relationships, negotiations, and commercial agreements.
  
• Prepare procurement reports, presentations, and updates for management review.
• Communicate procurement insights clearly to both technical and non technical stakeholders.
  
• Support continuous improvement in procurement processes, supplier management, and operational efficiency.

Candidate Profile

• Bachelor's degree in Supply Chain Management, Engineering, Business Administration, or a related field.
• Master's degree or professional certification such as CIPS or CPM will be preferred.
  
• Finance qualification from CIMA, ACCA, or CA Sri Lanka will be an added advantage.
• Minimum 10 plus years of progressive experience in procurement or supply chain management.
  
• Experience in the telecommunications, technology, or related industry will be preferred.
• Strong knowledge of strategic sourcing, vendor management, contract negotiation, and procurement governance.
  
• Strong experience in Capex and Opex procurement.
• Proven experience engaging with C level executives and multinational stakeholders.
  
• Strong leadership skills with the ability to manage and develop procurement teams.
• Excellent presentation, reporting, communication, and stakeholder management skills.
  
• Strong analytical and commercial decision making ability.
• Ability to work under pressure, manage complex procurement priorities, and support business critical decisions.
