Role Overview 

We are seeking a highly motivated and detail-oriented Civil Engineer to manage the cost, contractual, and financial aspects of construction and engineering projects from inception to completion. The successful candidate will play a critical role in ensuring projects are delivered within approved budgets while maintaining quality standards, contractual compliance, and value for money. This role requires a strong understanding of construction costing, budgeting, project financial management, quantity surveying principles, contract administration, and project controls. The ideal candidate will work closely with project teams, contractors, consultants, and management to drive project success while ensuring effective cost management throughout the project lifecycle. 

Key Responsibilities

• Prepare detailed cost estimates and Bills of Quantities (BOQs) for construction and engineering projects.
• Develop project budgets based on project drawings, specifications, scope, and client requirements.
• Provide management with recommendations on cost-effective construction methodologies, materials, and procurement strategies.
• Prepare BOQs, Terms of Reference (TOR), tender documents, and supporting commercial documentation.
• Review contractor quotations, evaluate submissions, and negotiate pricing when necessary.
• Monitor project expenditure against approved budgets and identify cost variances and financial risks.
• Prepare monthly project cost reports and financial performance updates.
• Measure completed works on-site and verify quantities executed by contractors.
• Prepare interim payment certificates, project valuations, and final accounts.
• Attend project meetings and provide professional advice on cost management and commercial matters.
• Support project planning through budget forecasting, cost analysis, and financial evaluations.
• Maintain effective cost control systems throughout project execution.
• Ensure projects achieve maximum value without compromising quality, safety, contractual obligations, or regulatory compliance.
• Maintain accurate project cost records, contract documentation, and project correspondence.
• Prepare progress reports and support project close-out documentation and final settlements.
• Assist in identifying opportunities for cost optimization and improved project efficiency.
• Support procurement activities and contractor administration processes where required.

Candidate Profile

• Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
• 3–5 years of relevant experience in Quantity Surveying, Cost Estimation, Civil Engineering, or Project Cost Management.
• Strong understanding of construction costing, BOQ preparation, budgeting, and contract administration.
• Experience preparing project financial forecasts, payment certificates, and cost reports.
• Knowledge of tendering procedures, procurement processes, and contractor management.
• Strong analytical and numerical skills with excellent attention to detail.
• Ability to interpret construction drawings, specifications, and project documentation.
• Excellent negotiation, communication, and stakeholder management abilities.
• Ability to work effectively with contractors, consultants, and project teams.
• Experience in construction, infrastructure, fuel, industrial, or large-scale engineering projects will be an added advantage.
• Strong proficiency in Microsoft Office applications and construction-related software tools.
• Ability to work under pressure and manage multiple projects simultaneously.
• Strong organizational, reporting, and problem-solving capabilities.
