Role Overview 

We are seeking an experienced and results-driven Operations Manager – Buildings & Infrastructure to lead and oversee operational activities across multiple technical service lines within the construction and infrastructure sector. The successful candidate will be responsible for managing operational delivery, technical resources, project execution, team development, client satisfaction, and business performance across Sri Lanka and the Maldives. This leadership role requires a strong construction industry professional with extensive project exposure, operational management capabilities, and the ability to drive business growth while ensuring technical excellence, safety compliance, quality standards, and commercial performance. 

Key Responsibilities 

Operational Leadership

• Manage operational activities across multiple service lines including QA/QC, HSE, NDT/RR, and Geotechnical services.
• Oversee operations across Sri Lanka and the Maldives while ensuring effective service delivery and client satisfaction.
• Manage local technical offices and support operational requirements across project locations.
• Ensure all activities are carried out in accordance with quality standards, operational procedures, and company requirements.
• Drive operational excellence through effective planning, coordination, and performance management.

Project & Resource Management

• Assign surveyors and technical personnel to projects based on competency, qualifications, and project requirements.
• Manage resource allocation and workforce planning to ensure optimum utilization of available resources.
• Provide technical guidance and operational support to teams throughout project lifecycles.
• Review project performance and provide solutions to technical and operational challenges.
• Support project teams in addressing technical quality requirements and mitigating project risks.
• Ensure project deliverables are completed according to contractual obligations and client expectations.

Team Leadership & Development

• Lead, mentor, and develop multidisciplinary technical teams.
• Conduct performance evaluations and support employee development initiatives.
• Provide training, coaching, and knowledge-sharing opportunities to strengthen team capabilities.
• Support recruitment and development of consultants, subcontractors, and project resources.
• Build and maintain a high-performing and customer-focused operational team.

Technical & Quality Management

• Develop and maintain construction-related Standard Operating Procedures (SOPs).
• Ensure compliance with applicable national and international engineering codes and standards.
• Support implementation of quality assurance and quality control initiatives.
• Drive continuous improvement initiatives to enhance project quality and service delivery.
• Provide technical oversight for industrial, residential, and infrastructure projects.

Commercial & Business Performance

• Monitor project costs and ensure financial performance aligns with business objectives.
• Ensure timely invoicing and support effective collection of outstanding receivables.
• Monitor cash flow and maintain healthy accounts receivable levels.
• Prepare Management Information System (MIS) reports, collection reports, revenue forecasts, and operational performance reports.
• Support regional growth plans and contribute to business development initiatives within the Buildings & Infrastructure sector.
• Identify opportunities to expand services and strengthen client relationships.

Health, Safety & Compliance

• Ensure compliance with all health, safety, environmental, and legal requirements.
• Promote a strong safety culture across all operational activities.
• Support compliance with company policies, procedures, and safety standards.
• Ensure timely reporting and resolution of safety incidents, unsafe conditions, and workplace risks.
• Drive continuous improvement in health, safety, and environmental performance.

Candidate Profile

• Bachelor's Degree in Civil Engineering, Construction Management, Engineering, or a related discipline.
• 13–16 years of experience within the construction industry.
• Proven experience managing industrial, residential, and infrastructure projects.
• Strong operational management and project execution experience.
• Project Management expertise will be highly preferred.
• Sound knowledge of QA/QC, Quality Management Systems (QMS), and construction quality standards.
• Strong understanding of national and international engineering codes and standards.
• Experience managing multidisciplinary engineering and technical teams.
• Strong commercial awareness including cost monitoring, invoicing, collections, and revenue forecasting.
• Excellent communication, report writing, and presentation skills.
• Strong stakeholder management and client relationship capabilities.
• Ability to assess technical issues and provide timely and practical solutions.
• Strong leadership, people management, and decision-making capabilities.
• Ability to work effectively in a fast-paced project environment while managing multiple priorities.
