Role Overview 

We are seeking an accomplished and visionary Chief Information Officer (CIO) to lead the Bank's technology strategy, digital transformation agenda, IT governance framework, and enterprise technology operations. The successful candidate will be responsible for aligning technology initiatives with business objectives while ensuring operational excellence, regulatory compliance, cybersecurity resilience, and continuous innovation. This leadership role requires a strategic technology executive with extensive experience in banking or financial services, capable of overseeing large-scale IT infrastructure, enterprise applications, digital transformation programs, and emerging technology initiatives while maintaining the highest standards of security, governance, and service availability. 

Key Responsibilities

  • Develop and implement the Bank's overall information technology strategy, policies, and governance framework.
  • Align ICT strategies, objectives, and investments with the Bank's corporate vision and business goals.
  • Provide strategic leadership for all information technology operations, infrastructure, applications, and digital initiatives.
  • Ensure the availability, performance, reliability, and security of the Bank's technology infrastructure.
  • Oversee day-to-day IT operations, service delivery, and technology support functions.
  • Lead enterprise-wide software development, implementation, maintenance, and modernization initiatives.
  • Drive innovation by evaluating emerging technologies and identifying opportunities to enhance business performance.
  • Provide strategic guidance on technology adoption, transformation, and future technology roadmaps.
  • Translate business requirements into scalable, cost-effective, and secure technology solutions.
  • Develop and oversee IT training, talent development, and capability-building initiatives.
  • Guide the Bank's adoption of emerging banking technologies and evolving digital banking trends.
  • Lead the planning, management, and monitoring of the IT operating budget and capital expenditure budget.
  • Manage technology procurement activities, including enterprise systems, banking applications, infrastructure, and vendor services.
  • Negotiate and administer technology contracts, service agreements, managed services, and vendor partnerships.
  • Oversee the selection, evaluation, implementation, and lifecycle management of banking applications and technology platforms.
  • Ensure effective management of outsourced technology services and strategic technology partnerships.
  • Lead the Bank's cybersecurity strategy, risk management framework, and information security controls.
  • Ensure business continuity, disaster recovery preparedness, and operational resilience of critical banking systems.
  • Maintain compliance with CBSL regulations, industry standards, governance requirements, and regulatory obligations.
  • Provide technology leadership that supports innovation, operational excellence, and sustainable business growth.

Candidate Profile

  • Bachelor's Degree or Master's Degree in Information Technology, Computer Science, Engineering, or a related discipline from a recognized university.
  • 8–10 years of managerial experience in Information Technology, including experience at senior management level.
  • Experience within a Banking or Financial Services environment will be strongly preferred.
  • Membership in a recognized professional IT body will be an added advantage.
  • Professional certifications such as CISM, TOGAF, ITIL, ISACA, PMI, or similar credentials are highly desirable.
  • Proven experience managing enterprise IT operations, infrastructure, digital transformation initiatives, and large-scale technology environments.
  • Strong expertise in enterprise architecture, system implementations, technology strategy, governance, and compliance.
  • Demonstrated experience managing IT budgets, technology investments, and cost optimization initiatives.
  • Proven experience in cybersecurity management, disaster recovery planning, and IT risk management.
  • Strong knowledge of cloud technologies, enterprise applications, and modern banking platforms.
  • Experience driving AI integration, digital transformation, and data analytics initiatives within enterprise environments.
  • Strong understanding of regulatory compliance frameworks applicable to banking technology operations.
  • Extensive experience managing technology vendors, outsourced services, and strategic partnerships.
  • Excellent leadership, stakeholder management, communication, and decision-making abilities.
  • Ability to align technology investments with business priorities while ensuring operational resilience and regulatory compliance.
  • Strong strategic thinking capabilities with the ability to lead large teams and complex transformation programs.
  • Age should be below 55 years.
