Role Overview

We are seeking a highly skilled and experienced Head of Project Management Unit (PMU) to lead, coordinate, and oversee major engineering and infrastructure-related project activities. The ideal candidate will provide strategic project leadership, ensure effective contractor coordination, oversee documentation, and maintain compliance with engineering and regulatory standards. This role requires strong leadership abilities, excellent technical expertise, and extensive project management experience.

Key Responsibilities

  • Lead the Project Management Unit (PMU) and supervise Project Engineers and Project Leads.

  • Oversee project execution in accordance with Request for Proposal (RFP) documents, approved scope, and contractor project plans.

  • Prepare, review, and manage engineering documentation and procurement packages (e.g., BoQs, specifications, drawings).

  • Coordinate with the Facilities Management Department to align internal work with contractor schedules.

  • Monitor project progress, timelines, budgets, and quality compliance; identify and manage risks proactively.

  • Validate contractor deliverables, support payment processes, and prepare progress reports for the Project Manager and Project Steering Committee.

  • Maintain all required technical and financial documentation throughout the lifecycle of the project.

  • Work collaboratively with Contractors, Project Leads, and Project Management teams to ensure smooth implementation and communication.

Qualifications & Experience

Educational Qualifications

  • Bachelors Degree in Engineering (Mechanical Engineering preferred) from a recognized local or foreign university.

  • Associate Membership of the Institution of Engineers, Sri Lanka (IESL) is required.

Experience

  • Minimum 15 years of post-qualification engineering experience, including at least 10 years in senior project management roles handling complex infrastructure, industrial, or building services projects.

  • Proven ability to manage multidisciplinary teams and large-scale engineering projects.

Other Preferred Qualifications

  • Chartered Membership of the Institution of Engineers, Sri Lanka.

  • Masters Degree in Project Management.

  • Recognized professional certification (PMP, PRINCE2, or equivalent).

  • Strong leadership, communication, analytical, and stakeholder management skills.
