Job description

PURPOSE

Support the Plant HS&E Manager in managing safety training and Capex project safety at Hon Chong Cement Plant, ensuring compliance with INSEE and Vietnamese legal requirements, and contributing to the Zero Harm journey. Acts as H&S sponsor for assigned departments and maintains relationships with local authorities and community.

KEY RESPONESIBILITIES

Ensure employees, visitors, contractors and third parties comply with QEHS policies, standards and INSEE 5 H&S rules; manage housekeeping, accident investigation and toolbox talks

Manage the STE system and contractor Capex project/training records; maintain data on DMS, CSM and OHSMS in compliance with GOHSMS and legal requirements

Own OHS training for INSEE and contractor employees: plan and deliver internal/external training, act as main trainer for FPE and CSM programs, issue safety passports, maintain training records and monthly reports, conduct safety inductions and emergency response drills

Coordinate and supervise H&S on Capex projects: propose project safety plans, conduct regular site inspections for contractor compliance, support incident investigation and preventive action

Support assigned departments as H&S sponsor: quarterly inspection of contractor critical tools/equipment/vehicles, issue Risk Assessments, JSA, work permits and SOWs, organize toolbox talks/safety cafés, inspect fire safety conditions before hot work permits

Develop and implement H&S KPIs; develop and conduct H&S training plans for plant staff

MAJOR CHALLENGE

Low safety awareness among employees, contractors and visitors; complex and evolving environmental regulations (EPR, GHG, emissions fees); managing Capex project H&S and plant security concurrently; maintaining safety induction, toolbox talks, work permit systems and consequence management.

Job requirements

Requirements

Education

Diploma in H&S or technical engineering

English proficiency (TOEIC 400 or equivalent)

First Aid qualification

Basic Fire Safety Management & Emergency Response qualification

Certifications / Knowledge

FPE, OHSAS management system, hazard management, risk assessment

ISO 9001 / 14001 / 50001 standards preferred

Vietnamese H&S legislation and incident investigation

MS Office; SAP knowledge

Experience

Minimum 5 years in the cement industry

Minimum 3 years in contractor supervision and H&S supervision

Experience working with government safety/security authorities

Security management experience is an advantage
