About the job [Hòn Chông, Kiên Giang] Safety System Coordinator
JOB PURPOSE
The Safety System Coordinator supports the Plant H&S Manager in managing and maintaining the plant's health & safety management system, ensuring full legal compliance and a safe working environment across the Hon Chong Cement Plant and Housing Estate — contributing directly to INSEE's "Zero Harm" journey. The role also builds and sustains positive relationships with local authorities and the community, and acts as H&S sponsor for assigned departments.
KEY RESPONESIBILITIES
Safety Management System & Compliance
Control and maintain the Safety Management System (Safety Pyramid)
Own implementation of all Fatality Prevention Elements (FPEs)
Manage government relations, including hosting all government audits
Act as ISO Coordinator (ISO 45001) and support internal, external, and surveillance audits
Track corrective and preventive actions from audit findings; maintain records and documentation
Operational Execution
Plan and follow up certification of special equipment/tools per Vietnamese legal requirements
Prepare budget for critical equipment inspection, registration, and recertification
Coordinate contractor critical-equipment inspection and registration
Maintain inspection/registration records in the system; issue safety bulletins and alerts
Prepare and execute the Emergency Response Plan, including drills and post-security coordination
Lead accident investigations and follow-up action plans
Support all change management activities and conduct SOT, PTO, and Patrol (Patroll) programs
Departmental Support
Serve as H&S and FPE sponsor for assigned departments
Issue Risk Assessments, JSAs, Work Permits, and SOWs
Coordinate work instructions; organize toolbox talks and safety cafés
Conduct safety condition inspections prior to issuing hot work permits
PPE Management
Plan PPE requirements and raise Purchase Requisitions
Select PPE compliant with INSEE standards
Job requirements
Education
Diploma or higher in Health & Safety, or a technical/engineering discipline
Language & Certifications
English proficiency equivalent to TOEIC 600 or above
First Aid certification
Basic Fire Safety Management & Emergency Response certification
Experience
Minimum 5 years' working experience in the cement industry
Minimum 3 years' experience in contractor supervision and H&S supervision
Experience liaising with government bodies responsible for safety & security
Prior experience in safety system management is a strong advantage
Knowledge & Technical Skills
Strong knowledge of FPE, ISO 45001 / OHSAS management systems, hazard management, and risk assessment
Solid understanding of Vietnamese legislation on H&S and incident investigation
Proficient in MS Office
SAP knowledge is an advantage
