About the job Port Captain
We are looking for an experienced and safety-minded Port Captain to oversee the marine operations and HSSE compliance of a fleet of bunker barges managed by a reputable Singapore-based ship management organization.
The Port Captain plays a critical role in ensuring that vessels operate safely, efficiently, and in full compliance with flag, port, and class regulations. The role combines operational leadership, marine assurance, and crew management — ensuring each barge meets the highest operational and safety standards expected in the bunkering industry.
Key Responsibilities:
Operational Oversight
- Supervise day-to-day vessel operations, ensuring bunkering activities are conducted safely, efficiently, and in line with company and regulatory standards.
- Conduct regular ship visits to assess operational readiness, navigation standards, and crew discipline.
- Ensure vessels maintain valid statutory and class certificates, safe manning levels, and up-to-date documentation.
- Review and verify bunkering procedures, checklists and other documents
- Support investigations of any operational incidents or non-conformances and follow up on corrective actions.
Marine Assurance & HSSE
- Drive safe working practices and compliance with ISM, ISPS, MARPOL, SOLAS, and MPA regulations.
- Conduct internal navigation audit and HSSE audits onboard vessels.
- Monitor the implementation of risk assessments, permits to work, toolbox meetings, and incident reporting.
- Assist HSSE manager on safety campaigns and onboard training to strengthen safety culture.
- Ensure pollution prevention measures and emergency preparedness are actively maintained.
- Compliance & Liaison
- Liaise with MPA, Flag State, Classification Societies, terminals, and other stakeholders on marine operational matters.
- Prepare and support vessel inspections, vetting, and audits.
- Ensure timely close-out of audit observations and maintain records for compliance tracking.
- Monitor navigational performance, voyage plans, and adherence to company operational procedures.
- Conduct SIRE/BIRE inspection for his assigned vessels
Crew Development & Leadership
- Mentor and assess Masters and deck officers on performance, safety leadership, and operational competence.
- Conduct joining and rejoining briefings for senior officers, ensuring Masters and officer are well informed of operational expectations.
- Participate in the selection and evaluation of Master and deck officers.
Continuous Improvement
- Review operational trends, incidents, and audit findings to identify areas for improvement.
- Recommend enhancements to operational procedures, risk management, and training programs.
- Collaborate with HSSE and technical departments to implement fleet-wide improvements.
Requirements:
- Recognized degree in Maritime Studies or an equivalent qualification.
- Minimum Class 2 Deck Officer Certificate of Competency (Chief Officer)
- Minimum 1-year sea service as Chief Officer onboard oil tankers.
- A Masters Certificate of Competency holder and sea service as Master will be an advantage.
- Shore-based ship management experience is preferred.
- Strong technical knowledge of ship operations.
- Proficiency in Microsoft Office suite.
