About the job Head of HSEQ
We are looking for an experienced and proactive Head of HSSE to join a leading bunker barges shipowner based in Singapore. The Head of HSSE will be responsible for leading the Quality, Health, Safety, Security, and Environmental (HSSE) department, ensuring compliance with international standards, regulatory requirements, and company policies. This role is crucial in driving continuous improvement, fostering a robust safety culture, and maintaining operational excellence within ship management operations.
Key Responsibilities
- Leadership & Compliance: Leads a team of 5 Marine Professionals to, develop, implement, and oversee the company's HSSE policies, procedures, and objectives so as to ensure alignment with international maritime regulations and industry best practices.
- Regulatory Oversight: Ensure full compliance with QMBS, ISM Code, ISPS Code, TMSA and other relevant maritime and port regulations.
- Regulatory Publications Management: Maintain an up-to-date inventory of key regulatory publications (IMO, OCIMF, ICS, MCA, Flag State, charts) for the company and fleet.
- Audit & Inspection Management: Lead and organize audits and inspections, including those by classification societies, flag states, and port authorities.
- Risk Management: Conduct risk assessments, incident investigations, and root cause analyses to drive safety improvements and prevent recurrence of issues.
- Safety Documentation: Oversee the preparation and review of risk management plans, safety manuals, and emergency response protocols.
- Vessel Performance Monitoring: Monitor vessel performance related to safety, environmental compliance, and quality standards to ensure consistent high-level operations.
- Training & Awareness: Develop and deliver comprehensive HSSE training programs to enhance awareness and competency across the organization.
- Continuous Improvement: Foster a culture of continuous improvement and accountability in safety and environmental practices.
- Collaboration: Work closely with vessel crews and technical teams to identify and address HSSE concerns and drive solutions.
- Sustainability Initiatives: Lead sustainability initiatives to reduce the environmental impact of operations, including optimizing fuel usage and improving waste management.
- Innovation & Technology: Stay informed on emerging technologies and practices to continuously improve HSSE outcomes.
- Additional Duties: Assist in other duties as assigned by the Head of Ship Management.
Requirements
- Bachelors degree in Maritime Studies, Engineering, or a related field.
- At least 10 years of experience in maritime operations, with a minimum of 5 years in a leadership role in HSSE. Having Master Mariners experience will be an advantage.
- Proficiency in MS Office Suite & good communication skills.
