About the job Global HR Manager (HRBP & HR Operations)
We are looking for an experienced and hands-on HR Manager to join one of our global shipping clients. Reporting to the Head of HR, he/she will focus oin strengthening HR operational frameworks across Singapore and overseas offices, while contributing to HR initiatives and projects across regional offices.
This role will assume oversight of the HR Business Partnering function for Asia offices, leading the Asia HR Business Partnering team in driving HR operational governance and regional coordination, and work closely with the corresponding HRBP lead for Europe to ensure consistent HR policies, standards, and practices across regions. The role will also support overseas office expansion initiatives and ensure consistent HR practices across jurisdictions where required.
Key responsibilities
HR Operations Governance (Regional)
- Support the oversight and standardisation of employee lifecycle processes across Singapore and overseas offices to ensure operational efficiency, consistency, and compliance.
- Strengthen HR operational frameworks and documentation standards across offices to ensure alignment with corporate governance principles and internal controls.
- Provide guidance on expatriate employment matters, including cross-border mobility arrangements, work pass requirements, tax considerations, and compliance with relevant employment regulations.
- Support coordination of the annual performance appraisal and calibration process to ensure consistency, governance, and fairness across regional offices.
- Support the review and harmonisation of HR policies across jurisdictions to ensure consistent governance standards while incorporating country-specific legal requirements.
- Ensure strong HR documentation practices, data integrity, and audit readiness across regional HR operations.
- Provide guidance to regional HR representatives on policy interpretation, HR practices, and governance standards.
- Partner with regional HR representatives and external advisors to ensure compliance with local labour regulations and HR operational requirements.
Regional Business Partnering Support
- Provide advisory support to regional HR representatives on workforce planning, organisational structuring, employee relations, and HR governance.
- Support regional offices in recruitment governance and manpower planning to ensure alignment with approved headcount plans and organisational objectives.
- Provide guidance on complex employee relations matters to ensure consistent and appropriate risk management approaches across jurisdictions.
- Facilitate the rollout of HR initiatives developed by the Centre of Excellence (CoE) team by ensuring regional HR representatives understand program objectives and requirements.
- Coordinate consistent implementation across offices and provide feedback to the CoE to refine HR programs regionally.
- Support capability development planning for regional offices in collaboration with Learning & Development, aligned with business growth strategy.
- As the regional HR structure evolves, progressively assume oversight of HR Business Partnering coordination for Asia offices.
Projects and Assignments
- Support regional HR systems optimisation initiatives to enhance automation, governance controls, reporting accuracy, and scalability.
- Participate in HR transformation, restructuring, integration, or strategic initiatives as directed by the General Manager (HR).
- Support HR workstreams related to overseas office setup, expansion initiatives, or policy alignment across jurisdictions.
- Undertake additional projects, assignments, and ad hoc duties as required.
Requirements / experience
- At least 10 years in HR project management / HR transformation / HR operations excellence (in-house preferred).
- Experience supporting HR operations governance, policy development, or regional HR frameworks.
- Experience supporting international office setups, organisational expansion, or cross-border HR projects is preferred.
- Prior experience in HR Business Partnering or advisory roles is preferred.
- Experience working with a multicultural workforce across multiple jurisdictions is preferred
