Terms of Reference for Scrum Master
1. Introductions
The ITE Department is looking to acquire Scrum Masters as part of the implementation of our New Operating Model, which is based on Agile principles and practices.
2. Role Overview
The Scrum Master is a servant-leader for the Scrum Team and a key piece of the new operations of the Product teams. The primary role will be to ensure that the New Operating Model ways of working are put in place and maintained.
3. Responsibilities
3.1 Team Facilitator
- Organize and facilitate agile ceremonies (Daily Stand-ups, Sprint Planning, Sprint Reviews, Retrospectives).
- Ensure that meetings are productive and time-boxed.
3.2 Process Steward
- Guide the team and organization in adopting Scrum and improving their Agile practices.
- Ensure the Scrum process is followed and remains effective.
- Create and foster an environment for continuous improvement.
3.3 Support for Product Manager
- Help the Product Manager in the administration of the product backlog effectively.
- Facilitate the teams interaction with the Product Manager, especially in clarifying work requirements.
3.4 Impediment Remover
- Identify and remove any obstacles or bottlenecks that are impeding the team's progress.
- Raise awareness of potential blockers within the organization as necessary.
3.5 Team Developer
- Foster a collaborative and open team culture.
- Facilitate communication and cooperation within the team and with external stakeholders.
- Support the development team in self-organization and cross-functionality.
3.6 Educator
- Educate team members and stakeholders about the Scrum framework and Agile methodologies.
- Promote an understanding of Agile principles and ensure their adoption within the team and organization.
4. Expected Outcomes
- Effective and efficient sprint cycles with clearly defined deliverables.
- Continuous improvement in team performance and processes.
- High levels of team collaboration and engagement.
- Timely identification and resolution of impediments.
- Clear communication and mutual understanding between the Scrum Team, Product Owner, and stakeholders.
5. Performance Metrics
- Sprint velocity and consistency.
- Quality of deliverables and reduction in defects.
- Team satisfaction and engagement levels.
- Number and impact of impediments removed over time.
- Stakeholder satisfaction with the delivery process and outcomes.
6. Reporting
- The Scrum Master will report on sprint progress and impediments to relevant stakeholders.
- Regular updates to the Product Owner and other key figures about team performance and challenges.
7. Requirements
- Three years of experience as a scrum master or similar for Information Technology projects, particularly
- Knowledge of a variety of information technology such as Azure, AWS, databases, applications, etc
- Experience having work with tools like Jira, Bitbucket, Git and Service Now.
