Budget Analyst

Position Purpose:

The Budget Analyst assists the Vice President of Finance and Operations in developing, analyzing, and managing state, county, and institutional budgets, including grants and special budgets. The Budget Analyst will primarily be responsible for assisting with the annual budget development process, maintaining the integrity of the colleges approved budget, working closely with college planning units in the management of their budgets, and providing budget reports to internal and external stakeholders as requested. This position reports to the Vice President of Finance and Operations.

Essential Job Duties:

  • Provide oversight and support in developing, analyzing, and managing the college budget from all funding sources to ensure the integrity of the colleges approved budget.
  • Monitor departmental budgets to prevent overruns by working closely with planning unit managers to address and resolve budgetary concerns.
  • Perform ongoing budget analysis by calculating revenue and expenditure variances and trend analyses for each planning unit within the college for the purpose of advising key stakeholders on the fiscal management of college programs.
  • Assist the Vice President of Finance and Operations in the annual budget development process by forecasting budgets, uploading opening budgets into the financial system, developing budget resolutions, and completing budget forms for submittal to the North Carolina Community College System.
  • Provide new and ongoing budget training to planning unit managers to ensure they can effectively manage their budgets throughout the year.
  • Perform various budget entries as requested or needed, including, but not limited to, the creation of new budget codes, budget amendments, budget transfers, and salary and benefit calculations.
  • Coordinate meetings with planning unit personnel as needed to facilitate budget preparation; review, analyze, and monitor departmental budgets as required; prepare departmental budget reports; establish departmental budget codes; and assist departmental staff with budget problems as necessary.
  • Prepare regular and special budget reports to internal and external stakeholders upon request and as needed.
  • Troubleshoot errors and inconsistencies in the budget and provide recommendations for program improvements
  • Assist with annual audit as requested.
  • Participate in various institution committees and serve on external associations and committees as deemed necessary and/or appropriate.
  • Performs all other duties as assigned.

Education and Experience Required:

  • A bachelors degree from an accredited college or university with major coursework in Accounting, Finance, or Business Administration.
  • A minimum of three years of analytical experience involving the research and reporting of complex data in the fields of accounting and budgeting

OR

  • An associate degree from an accredited college or university with major coursework in Accounting, Finance, or Business Administration.
  • A minimum of six years of analytical experience involving the research and reporting of complex data in the fields of accounting and budgeting

Education and Experience Preferred:

  • Experience using Colleague
  • Experience in Community College or any post-secondary education setting
