Technical Context
PeopleSoft (HCM and FIN) is a fundamental component of the IFAD Application infrastructure and the current application version is 9.2 (PeopleTools 8.58) in both Financials and HCM.
IFAD has recently implemented Talent Acquisition and Management in PeopleSoft HCM to manage talent within IFAD from Hire to Retire, incorporating Recruitment, Performance, Career and Succession and Talent Administration.

- Global Payroll Core
- Performance Management

- Employee Profile
- e-RCS Administer Consultants (bespoke module)

Duties and responsibilities
Under the supervision of the ICT Solutions Coordinator, ICT, and the project manager, the vendor will be required to provide specialized consultancy skills to address a number of support issues and change requests to further enhance and consolidate the existing implementation.
The vendor will provide outputs including, but not limited to, the following:
- Verify that all modules enumerated above incorporate queries that are actively leveraged by the business operations.
- Aggregate the various queries into coherent database views, optimizing them for seamless integration into the data warehouse architecture.
- Ensure that the parameters governing the queries and the filtering criteria applied to the data are encapsulated as dedicated columns within the views.
- Provide comprehensive support to the Data Warehouse (DWH) team by enabling them to efficiently access and utilize these database views as source data.
- Furnish a well-structured Entity-Relationship Diagram (ERD) delineating the underlying data model of the views. This will serve as a valuable resource for the DWH team during the development of dimensional models.
- Implement stringent controls to ensure that sensitive PII data pertaining to employees, non-staff members, and job applicants is not redundantly present across multiple views. Instead, views should ideally retain only unique identifiers, such as employee IDs or applicant IDs, for data security and compliance.
- Create any handover documentation deemed necessary to enable the Solutions Support Team to pick up the support post go-live
Professional requirements
Qualification and experience
- University degree in Computer Science, Mathematics or related discipline with at least five years of professional work experience in the implementation and support of PeopleSoft ERP Applications.
- Extensive demonstrable experience of working with PeopleSoft 9.2 with experience of implementing solutions and providing user support
- Experience of working in matrix teams consisting of, but not limited to, technical and functional expertise as well as business owners process expertise
- Any prior knowledge of IFAD processes and PeopleSoft configuration would be advantageous
Requirements:
- Proven deep functional knowledge of PeopleSoft HCM, in particular Profile Management, Search and Compare, Group Build, Guided Self Service
- Proven experience of troubleshooting and analysis on functional and technical issues and providing solutions with a configuration/standard functionality first approach to ensure robust and sustainable solutions
- At least 4 years experience of implementing the modules relevant to Talent Management
- Proven experience with PeopleSoft HCM Application Release 9.2 (implementation, support, upgrade), in particular with the new functionality enhancements introduced by the new release, including the Fluid Interface, Mobile technology and the technical features available with PeopleTools 8.56 8.58
- Experience of full project lifecycle from analysis, documentation of requirements, development, implementation, testing and roll out to Production under tight deadlines
- Strong experience with PeopleSoft reporting tools including SQR, Query, Connected Query, BI Publisher and Kibana Analytics
- Experience of providing user support
- Ability to propose solutions in a clear and understandable manner and to work with others to brain storm and develop practical and innovative solutions
- Ability to communicate effectively with Management, subject matter experts and non-expert users
- Extensive development experience with People Tools 8.58
- Extensive demonstrable experience of trouble shooting, analysis and solution design
- Extensive experience of writing and customising PeopleCode including experience of Application Packages
- Demonstrable understanding and experience of PeopleTools features to reduce impactful customisations such as Event Mapping and Fluid Drop Zones
- Extensive experience of Application Engine, SQR
- Extensive experience with sql preferably with Oracle databases
- Experience with integrating PeopleSoft with other products

This is a fully Remote role so the ability to speak English is mandatory
