Our client, a prestigious organization in the Oil & Gas sector is seeking an "Assistant Manager - IP Procurement" this is an on-site permanent role based in Karachi.

Education: Bachelors in Engineering, Procurement/Supply Chain or Business Administration. Master's in Engineering/MBA preferred.

Position Summary: 
Execution of procurement activities relating to Non-technical material and Services. The role includes understanding the operational and business objectives and desired outcomes, engaging internal customers and building support for the initiatives, understanding options and risks associated with supply chain activities, building supplier relationships in order to achieve superior supplier performance, negotiating commercial terms to deliver best value solutions, and measuring / reporting the value delivered. Ensures that an end to end Total Cost of Ownership (TCO) view is taken in all sourcing decisions to stay within the budget.

Key Accountabilities:

  • Identifies with Sector leadership to develop sector and sub sector strategies with user group to optimize business value and obtain approval from the PSCM governance board
  • Understand relevant supply market places. Follows PSCM best practices, systems and processes. Promotes use of PSCM tools
  • Executes full sourcing process which includes Strategy development after liaison with internal customers for clarity on scope of requirements and assessment of commercial risk.
  • Approaching the market, supplier selection/induction Tendering and/or negotiation Contract formulation and execution.
    • Understand and supports in contracts writing and execution, contractual terms and conditions for review by legal, leveraging latest thinking in contracting methods to minimize risk and maximize advantage
    • Keeps all the contracts current and provides on-going contract cost management and risk assessment (if required).
    • Ensures proper closeout of contracts, including management of bank guarantees, retentions, claim resolutions etc.
    • All procurement work is performed to the highest professional and ethical standards, in an efficient and cost effective manner, and in accordance with the laws of Pakistan, Company's procurement and control policies, Company's code of conduct, HSE, agreements with government and joint venture partners, and acceptable international practices
    • Actively Participate in Contractor Performance Management (CPM), which works towards improving supplier performance and quality assurance through audits, performance measurement and annual reviews.
    • Tracking of outstanding vendor payments and ensure all payments are made before close out on PO / Contracts
    • Resolve of OSND issues on a timely basis.
    • Review and evaluate Individual Vendor performance (covering both OSND Analysis and Vendor Relationship - Credit Limits / Payment Days / Timeliness in Delivery
    • Document Management (both of operational records and audit trail) as per Company procedures
    • Ensure no safety or commercial issues are outstanding related to operational reliability of Materials and/or Services procured.
    • Assists the Procurement Leadership on assignment/ projects basis as and when they come

    • Development of high quality, long term and effective relationships with originating departments, partners & contractor
    • Carry out close networking with End Users and provide appropriate service level to them.
    • Proactively builds external relationships with cross industry peers including access to supply chain thought leaders to deliver continual thought leading challenge and subsequent benefit to Company
