Technical Advisor

Role:

The role of technical advisor is to support ministry to identify gaps and suggest policy interventions and instruments to boost economic diversification and growth in various sub-sectors of industry with particular emphasis on engineering, fertilizer, sugar, chemical, steel, cement, automobile, plastic, leather, sports, paper, electronics, construction and expert advice on taxation issues.

Key responsibilities:

• To carry out detailed study of industrial policies to identify gaps and suggest policy interventions and instruments to boost economic diversification and growth in various sub sectors of industry with particular emphasis on engineering, fertilizer, sugar, chemical, steel, cement, automobile, plastic, leather, sports, paper, electronics, construction etc.
• To prepare and implement 5 years long term and short term industrial development plans at sector and sub-sectoral levels
• To assist in making best use of international cooperation from various international development partners such as World Bank, Asian Development Bank, Asian Infrastructure Development Bank, UNIDO etc.
• To prepare roadmap for promotion of SMEs
• To evolve strategies for establishing Industrial Parks and Export Processing Zones with one window facilities to attract foreign and local investors/industrialists.
• To assist in connecting Pakistan to the global value chain by identifying the latest technological trends and suggest strategies for introduction of the same in national industrial sector.
• Analysis of world markets to find out business/export opportunities for Pakistan.
• Analysis and recommendation regarding relocation of China funding in Pakistans SEZ/EPZs and comparative advantage of Pakistani market.
• Analysis of tariff/tax proposal for inclusion in finance bill.
• To assist in implementing SME promotion policies.

Qualification and experience:

M.Pil/MS degree in Engineering having:

• A minimum 20 years of professional/technical experience in public sector industrial
• Development institutions or international industrial/trade organizations or private sector industrial organization
• Having in-depth knowledge of tax issues of Pakistans industrial sector, manufacturing sector, causes of weaknesses of industrial base, tax regimes and success factors of South Asian emerging economies
• Technical knowledge of economic modeling, projection, forecasting, analytical skills, extensive research on industrial development issues

This is 6 months contractual role
