THE JOB
Reporting to the Director, Corporate Services (DCS), the Procurement and Administration Manager is the department head responsible for leading the procurement function and overseeing office administration. The position provides strategic direction, governance oversight, and operational excellence to ensure value creation and compliance across all procurement and administrative activities.
Procurement
- Provide strategic and effective procurement services to achieve organizational goals
- Lead and supervise the procurement team, ensuring collaboration and timely execution of purchasing activities
- Establish and maintain procurement policies, procedures, and sustainable initiatives to ensure compliance with institutional requirements
- Collaborate with internal stakeholders on sourcing, tendering, vendor evaluation, and contract management, while maintaining transparency and ethical practices
- Maintain an up‑to‑date supplier register and oversee supplier performance assessments
- Analyze procurement data and prepare management reports to monitor performance and drive continuous improvement
- Supervise the operation of the central store function to ensure effective inventory control
- Identify, evaluate, and manage supplier relationships to ensure quality, delivery, and service levels are consistently met
- Lead negotiations with suppliers to secure advantageous terms and achieve value‑for‑money outcomes
- Conduct market analysis to identify trends, opportunities, and risks, and provide strategic guidance to the team
Office Administration
- Manage and control organizational assets, including registration, maintenance, disposal, and annual stock‑take exercises
- Provide cost‑effective and strategic office administrative services, ensuring proper policies and guidelines are in place for internal control and effective execution
- Manage office facilities, furniture, and equipment to maintain an efficient and supportive workplace environment
Other Responsibilities
- Undertake additional responsibilities as required to support the Director, Corporate Services and the organization's objectives
REQUIREMENTS
- A university degree in Purchasing & Supply Chain Management/ Business Administration or relevant disciplines;
- A minimum of 10 years' experience in managing procurement functions in a sizeable company;
- Professional qualifications in Purchasing/Supply Chain Management are preferred;
- Relevant experience within the public sector is a definite asset;
- Strong understanding of procurement principles, practices and strategies, including knowledge of sourcing methods, contract negotiation, supplier management and procurement technology tools;
- Familiarize with relevant laws, regulations and ethical standards related to procurement.
- Have a strategic mind set and strong supervisory, analytical and communication skills; and
- Excellent command of both spoken and written English and Chinese. Ability to speak Putonghua is a definite advantage.
