Job Overview:

The Finance Manager will oversee all aspects of financial management, accounting, and reporting for the organization. This role is crucial in supporting the organization's strategic objectives and will involve close collaboration with the CEO to ensure the efficient and effective management of financial resources. The Finance Manager will handle all financial processes, including bookkeeping, management reporting, and contributing to the preparation of financial statements. The organization operates as a Special Improvement District (SID), funded primarily through property assessments within the SID boundary, along with additional revenue from fee-for-service contracts and other sources.

Key Responsibilities:

  • Manage financial reporting, accounting, planning, and analysis activities.
  • Oversee bookkeeping and customer invoicing processes.
  • Handle supplier payments and other financial tasks.
  • Develop and monitor budgets, analyze cash flow, and track income and expenditures.
  • Prepare and present financial reports and updates for meetings and other purposes as needed.
  • Collaborate with third-party consultants to ensure the accuracy of financial reports.
  • Assist in the preparation of accounts and financial reporting for monthly, quarterly, and annual audits.
  • Coordinate the preparation of annual and other budgets, and produce management accounts.
  • Conduct scenario analysis, including reviewing assessment rates.
  • Evaluate internal processes annually to maintain a robust system of internal controls.
  • Monitor and report expenditures against forecasted budgets.
  • Work with the CEO to explore and advise on alternative income generation and collection models.
  • Provide risk management advice and recommendations based on financial analysis.
  • Analyze future opportunities and threats, offering strategic financial advice.
  • Support decision-making through the business planning process.
  • Draft contracts, financial policies, and Memorandums of Understanding (MOUs).
  • Perform additional duties as assigned by the CEO.

Qualifications:

  • A degree in finance or accounting, with an advanced accounting qualification preferred.
  • Five to ten years of experience in accounting or financial management.
  • Experience in financial management, including the preparation of financial statements, budget development, and cash flow forecasting.
  • Strong understanding of accounting standards and familiarity with relevant legislative and regulatory frameworks.
  • Proven track record in managing significant budgets efficiently.
  • Advanced analytical and problem-solving skills with a high level of attention to detail.
  • Expertise in Excel and accounting software.
  • Experience preparing for and working with auditors during annual audits.
  • Excellent interpersonal skills, with a friendly and positive attitude.
  • Ability to multitask and manage competing priorities effectively.
  • Knowledge of Special/Business Improvement Districts is advantageous.
  • Strong oral and written communication skills, with the ability to produce clear and user-friendly budget and financial reports.
  • Ability to understand, analyze, and explain federal and state fiscal requirements and regulations.
  • Proficiency in accounting and financial software programs.

Salary Range: $70k - $75k
