Position Summary
The Technical Manager (Project Design) – Architect is responsible for leading and managing all architectural and multidisciplinary design activities under the PMC scope for the STC Complex Masterplan redevelopment. The role oversees the comprehensive redesign and development of the existing complex, including infrastructure upgrades (roads, underground utilities, cable networks), landscape and hardscape works, new buildings, and renovation and façade enhancement of existing facilities.
The position ensures that all design deliverables align with the approved Masterplan, client objectives, regulatory requirements, budget constraints, and project schedule. The Technical Manager acts as the primary architectural authority within the PMC team, driving technical excellence, design coordination, risk mitigation, and quality control across all project phases.
General Description of Role and Responsibilities:
- Lead architectural oversight for the implementation of the approved Masterplan.
- Manage and review all stages of design (concept, schematic, detailed design, IFC).
- Ensure proper integration of infrastructure components within the overall development framework.
- Oversee design alignment between new buildings and existing structures.
- Ensure compliance with local regulations, codes, and international standards.
- Coordinate with infrastructure, structural, MEP, utilities, landscape, and specialist consultants.
- Ensure effective integration of underground service networks and cable systems.
- Lead technical interface management between various disciplines.
- Resolve design conflicts and provide technical direction.
- Oversee coordination of roads, access networks, traffic planning, and circulation.
- Ensure proper integration of underground utilities and service corridors.
- Review constructability and maintainability of infrastructure design.
- Manage refurbishment, façade upgrades, and modernization of existing buildings.
- Assess structural and architectural feasibility of renovation works.
- Ensure phased development planning minimizes operational disruption.
- Establish design review procedures and quality benchmarks.
- Conduct periodic technical audits and compliance checks.
- Lead value engineering and design optimization initiatives.
- Monitor sustainability and environmental compliance targets.
- Serve as primary architectural point of contact between PMC and Client.
- Support authority submissions and approvals.
- Present technical updates and reports to senior stakeholders.
- Identify design risks and implement mitigation strategies.
- Monitor adherence to design schedules and deliverable milestones.
Qualifications, Experience, Knowledge and Skills:
- Bachelors or Masters Degree in Architecture.
- Minimum 15 years of professional experience in large-scale or mega development projects.
- Proven experience in masterplanned developments, large mixed-use complexes, infrastructure-integrated projects, or campus-style developments.
- Prior experience in a PMC or Design Management role is mandatory.
- Strong background in infrastructure coordination including roads and underground utility networks.
- Demonstrated experience in renovation and redevelopment of existing facilities.
- Professional registration or chartership is preferred.
- Strong knowledge of design management practices, BIM coordination, regulatory compliance, and sustainability standards.
