Position Overview:
Hill International is seeking a qualified Cost Control Manager to manage cost-related aspects of major construction and infrastructure projects under a Project Management Consultancy (PMC) model. The Cost Control Manager is responsible for monitoring project budgets, analyzing financial data, managing cost forecasts, controlling expenditures, and providing timely and accurate financial reporting to support project delivery.
Key Responsibilities:
- Develop and implement cost control systems, procedures, and reporting tools across the project lifecycle.
- Monitor project costs against approved budgets and contractual baselines.
- Manage cost breakdown structures (CBS), cost coding, and tracking systems aligned with the Work Breakdown Structure (WBS).
- Prepare and update cost reports, cash flow projections, and forecast-to-complete analyses.
- Validate and process contractor and consultant invoices in collaboration with contract and finance teams.
- Analyze change orders, claims, and variations from a cost perspective.
- Support the development and maintenance of project budgets, including baseline establishment and revisions.
- Coordinate with planning, procurement, and contract management teams to align cost data and performance indicators.
- Conduct cost impact assessments for project risks and design or scope changes.
- Support commercial negotiations and value engineering efforts through detailed cost analysis.
Qualifications & Experience:
- Bachelors degree in Quantity Surveying, Engineering, Finance, or related field.
- Minimum 15 years of experience in cost control and financial management of large-scale construction/infrastructure projects.
- At least 5 years in a PMC or consultancy environment in the Middle East.
- Proficiency in cost control software and tools such as Oracle Primavera (P6), Excel (advanced), ERP systems, and project management dashboards.
- Familiarity with international forms of contracts (e.g., FIDIC) and cost management standards.
