Position Summary:

Cost Control Manager responsible for developing and implementing cost control systems, monitoring project expenditures, and ensuring alignment with approved budgets and contractual baselines. The role prepares cost reports, forecasts, and cash flow analyses, validates invoices, and assesses the financial impact of change orders, claims, and project risks. Works closely with planning, procurement, contracts, and finance teams to support commercial negotiations, value engineering, and overall financial management of large-scale projects.

General Description of Role and Responsibilities:

  • Develop and implement cost control systems, procedures, and reporting tools across the project lifecycle.
  • Monitor project costs against approved budgets and contractual baselines.
  • Manage cost breakdown structures (CBS), cost coding, and tracking systems aligned with the Work Breakdown Structure (WBS).
  • Prepare and update cost reports, cash flow projections, and forecast-to-complete analyses.
  • Validate and process contractor and consultant invoices in collaboration with contract and finance teams.
  • Analyze change orders, claims, and variations from a cost perspective.
  • Support the development and maintenance of project budgets, including baseline establishment and revisions.
  • Coordinate with planning, procurement, and contract management teams to align cost data and performance indicators.
  • Conduct cost impact assessments for project risks and design or scope changes.
  • Support commercial negotiations and value engineering efforts through detailed cost analysis.

Qualifications, Experience, Knowledge and Skills:

  • Bachelors degree in Quantity Surveying, Engineering, Finance, or related field.
  • Minimum 15 years of experience in cost control and financial management of large-scale construction/infrastructure projects.
  • At least 5 years in a PMC or consultancy environment in the Middle East.
  • Proficiency in cost control software and tools such as Oracle Primavera (P6), Excel (advanced), ERP systems, and project management dashboards.
  • Familiarity with international forms of contracts (e.g., FIDIC) and cost management standards.
  • Strong analytical, budgeting, and forecasting capabilities
  • Excellent organizational and financial reporting skills
  • Ability to work collaboratively in a multidisciplinary project environment
  • High attention to detail and accuracy
  • Strong communication and stakeholder engagement skills
