Position Summary:
Hill International is seeking a visionary Master Planning Manager to lead the development and coordination of master plans for complex infrastructure and urban development projects under a Project Management Consultancy (PMC) model. The role will oversee the integration of land use, mobility, infrastructure, sustainability, and stakeholder requirements to deliver cohesive, compliant, and future-ready planning solutions. The Master Planning Manager will collaborate closely with multidisciplinary teams, clients, and authorities to manage approvals, mitigate planning risks, and ensure seamless alignment between master planning, design, and project delivery.
General Description of Role and Responsibilities:

Lead and manage the master planning process, from vision development to detailed planning.

Coordinate input from urban planners, infrastructure engineers, transport specialists, architects, and sustainability experts.

Review and assess master plans to ensure alignment with client goals, regulatory requirements, and project constraints.

Oversee zoning, land-use planning, density allocation, and infrastructure capacity strategies.

Engage with key stakeholders including clients, authorities, consultants, and community representatives.

Manage plan updates, design changes, and approvals across project phases.

Ensure compliance with regional planning policies, development control regulations, and permitting processes.

Identify and manage risks related to phasing, land acquisition, utilities, and environmental impact.

Support integration between master planning and downstream design and construction activities.

Prepare presentations, reports, and approval packages for clients and government agencies.
Qualifications, Experience, Knowledge and Skills:

Bachelors or Masters degree in Urban Planning, Architecture, Urban Design, or a related field.

Minimum 15 years of experience in master planning, including at least 5 years in a PMC or consultancy environment.

Proven track record on large-scale urban development, mixed-use, smart city, or infrastructure projects.

Experience working in the Middle East is strongly preferred.

Deep understanding of planning frameworks, GIS integration, and sustainable development standards.
Strong leadership in multidisciplinary planning teams

Excellent stakeholder and authority coordination skills

Strong visual and spatial planning capabilities

Proficient in GIS, AutoCAD, Adobe Creative Suite, and planning/modeling software

Effective communication and report writing skills
