Position Overview:
Hill International is seeking an experienced HSE Manager to lead Health, Safety, and Environmental management on large-scale construction projects under a Project Management Consultancy (PMC) model. The HSE Manager will ensure that all activities comply with statutory regulations, client requirements, and company policies to achieve a zero-incident workplace culture.
Key Responsibilities:
- Develop, implement, and maintain the project-specific HSE management system aligned with international standards and client expectations.
- Conduct regular site inspections, audits, and risk assessments to identify hazards and enforce corrective actions.
- Lead the promotion of HSE culture and awareness among all project stakeholders, including contractors and subcontractors.
- Oversee accident/incident investigations and report findings with recommendations to prevent recurrence.
- Monitor compliance with local, regional, and international HSE laws and regulations.
- Coordinate with site management and contractors to ensure effective implementation of safety plans and procedures.
- Deliver HSE training programs, toolbox talks, and emergency preparedness drills.
- Prepare and submit periodic HSE reports and metrics to project leadership and clients.
- Liaise with regulatory bodies, clients, and third-party auditors as required.
- Manage and monitor environmental aspects and controls, including waste management and pollution prevention.
Qualifications & Experience:
- Bachelors degree in Safety Management, Environmental Science, Engineering, or related field.
- Minimum 15 years of HSE experience in construction, with at least 5 years in a managerial role on large infrastructure or building projects.
- Proven experience working in PMC, consultancy, or client-side HSE roles in the Middle East.
- In-depth knowledge of local and international HSE regulations and standards (OSHA, NEBOSH, ISO 45001).
- Experience conducting audits and implementing corrective actions.
