General Description of Role and Responsibilities:
Project Management
- Lead overall project execution, ensuring compliance with objectives, scope, schedule, and budget.
- Coordinate multidisciplinary teams and manage client, consultant, and contractor communications.
- Monitor project risks, implement mitigation strategies, and manage change control processes.
- Prepare regular progress reports, dashboards, and presentations for senior management and clients.
- Ensure adherence to project governance, contractual obligations, and quality standards.
Engineering (Civil, Electrical, Mechanical, Structural, etc.)
- Review and approve design deliverables, drawings, and technical submittals across disciplines.
- Provide technical guidance and ensure design compliance with project specifications, codes, and regulations.
- Coordinate with consultants, contractors, and internal teams to resolve technical issues.
- Participate in value engineering, constructability, and sustainability reviews.
- Ensure integration of engineering solutions with project planning, procurement, and construction activities.
Construction Supervision
- Oversee day-to-day site construction activities, ensuring compliance with approved drawings and specifications.
- Monitor contractor performance and manage on-site interfaces between disciplines.
- Conduct inspections, quality checks, and HSE audits to ensure safety and standards are maintained.
- Track construction progress and report deviations from schedule or quality expectations.
- Support documentation, claims review, and coordination with PMC or client teams.
Architecture & Design
- Develop and review architectural concepts, drawings, and specifications.
- Ensure design solutions meet functional, aesthetic, and regulatory requirements.
- Coordinate with engineering, planning, and construction teams for integrated project delivery.
- Participate in design validation, constructability, and sustainability assessments.
- Provide guidance on design changes and ensure proper documentation for approvals.
Planning & Scheduling
- Develop and maintain detailed project schedules and integrated master plans.
- Establish Work Breakdown Structures (WBS), critical paths, and milestone tracking.
- Monitor progress against baseline schedules and recommend recovery or mitigation strategies.
- Prepare earned value metrics, progress reports, S-curves, and dashboards.
- Support delay analysis, Time Impact Assessments (TIAs), and contractor schedule evaluations.
Cost Control & Estimating
- Develop and maintain project budgets, cost breakdown structures, and tracking systems.
- Monitor project costs against approved budgets and perform forecasting and variance analysis.
- Review contractor invoices, change orders, and variations for accuracy and compliance.
- Support value engineering and cost optimization initiatives.
- Prepare regular cost reports and provide input for commercial negotiations.
Contract Administration
- Administer contracts, ensuring compliance with terms, conditions, and FIDIC or local standards.
- Review and process RFIs, submittals, variations, and claims.
- Manage client and contractor communications on contractual matters.
- Support dispute resolution and risk mitigation in accordance with contract provisions.
- Maintain proper documentation and approvals for all contractual activities.
Health, Safety & Environment (HSE)
- Implement and monitor HSE policies, procedures, and standards on-site and in the office.
- Conduct regular safety inspections, audits, and risk assessments.
- Ensure compliance with local regulations, codes, and client safety requirements.
- Promote a culture of safety among contractors, consultants, and project staff.
- Participate in incident investigations and corrective action planning.
Quality Assurance / Quality Control (QA/QC)
- Develop and implement project QA/QC plans and inspection procedures.
- Conduct quality audits, material inspections, and testing oversight.
- Ensure adherence to project specifications, codes, and standards.
- Review documentation such as Method Statements, ITPs, and quality checklists.
- Support close-out activities including as-built drawings and certification compliance.
Business Support Functions (HR, Finance, Administration, Procurement)
- Assist in recruitment, onboarding, and development of project staff.
- Support budgeting, financial reporting, and project accounting functions.
- Manage procurement activities, including vendor selection, purchase orders, and material delivery tracking.
- Ensure compliance with company policies, legal requirements, and administrative procedures.
- Provide analytical support, reporting, and documentation to enable effective project decision-making.
Qualifications, Experience, Knowledge and Skills:
- Must be a Saudi National.
- Bachelors degree in Engineering, Construction Management, Architecture, Project Management, or a related field (Masters preferred for senior roles).
- Professional certifications where relevant (e.g., PMP, CCM, LEED, Estidama, GSAS, FIDIC, Safety/Environmental certifications).
- Minimum of 7–20+ years of relevant experience depending on role seniority (e.g., Senior Project Manager: 20+ years; Planning/Scheduling Manager: 15+ years).
- Experience in managing large-scale projects in infrastructure, commercial, industrial, aviation, rail, or high-rise sectors.
- Prior experience in PMC/consultancy environments highly preferred, especially in the Middle East or GCC region.
- Demonstrated track record of delivering projects on time, within budget, and to quality standards.
- Experience with multidisciplinary coordination, contractor management, and client liaison.
- Proficiency in project management tools: Primavera P6, MS Project, MS Office Suite, BIM 360, AutoCAD, Revit, Navisworks (as relevant).
- Strong understanding of design, construction, and engineering principles applicable to the project type.
- Knowledge of cost control, budgeting, scheduling, and procurement practices.
- Familiarity with local codes, international standards, and contractual frameworks (e.g., FIDIC).
- Experience with QA/QC, HSE compliance, sustainability standards, and safety procedures.
- Proven ability to lead large, multidisciplinary teams and coordinate across stakeholders.
- Strong decision-making, problem-solving, and risk management capabilities.
