Job Summary:

We are seeking a highly experienced Senior Procurement Manager to oversee the procurement strategy, contract negotiations, and supply chain management for a major mixed-use development. The ideal candidate will ensure procurement processes align with project objectives, cost efficiency, and compliance with regulatory requirements. This role requires extensive experience in procurement within a PMC environment, managing high-value contracts and supplier relationships.

Key Responsibilities:

  • Procurement Strategy: Develop and implement procurement plans aligned with project timelines and budgets.
  • Contract Management: Oversee the preparation, negotiation, and administration of procurement contracts, ensuring compliance with FIDIC conditions and local regulations.
  • Supplier & Vendor Management: Establish and maintain relationships with key suppliers, ensuring quality and timely delivery of materials and services.
  • Tendering & Bidding: Lead the tendering process, evaluate bids, and conduct negotiations to secure competitive contracts.
  • Cost Control & Value Engineering: Monitor procurement costs, drive cost-saving initiatives, and ensure value for money.
  • Risk Management: Identify procurement risks, develop mitigation strategies, and resolve contractual disputes.
  • Compliance & Governance: Ensure adherence to procurement policies, legal requirements, and ethical standards.
  • Stakeholder Coordination: Work closely with project managers, legal teams, and finance departments to align procurement activities with project needs.
  • Reporting & Documentation: Prepare procurement reports, supplier evaluations, and expenditure forecasts for senior management.
  • Sustainability & Innovation: Promote sustainable procurement practices and leverage innovative sourcing strategies.

Requirements:

  • Education: Bachelors degree in Procurement, Supply Chain Management, Business Administration, or a related field (Masters preferred).
  • Experience: Minimum 20+ years of experience in procurement, with at least 10 years in a PMC environment handling large-scale projects.
  • Technical Expertise: Strong knowledge of procurement strategies, contract management, and supply chain optimization.
  • Standards & Contracts: Expertise in FIDIC contracts, Saudi procurement regulations, and international best practices.
  • Software Proficiency: Experience with ERP systems, procurement management tools (e.g., SAP, Oracle, Coupa), and cost control software.
  • Leadership Skills: Proven ability to lead procurement teams and manage complex negotiations.
  • Communication Skills: Strong ability to negotiate, analyze procurement data, and present reports effectively.

Preferred Qualifications:

  • CIPS or MCIPS certification.
  • Experience in mega infrastructure or mixed-use development projects.
  • Familiarity with Saudi Arabian procurement laws and supplier regulations.
  • Strong background in strategic sourcing and contract risk management.
